DEAD SEA'S CHEMICALS — BASIC INDUSTRY IN ISRAEL
By P. BERNARD NORTMAN
[This is the third of a series on Israel's economy based on facts published
by the Economic. Department of the Jewish Agency for Palestine.]
Israelis have specialized in light industries. Most im-
portant in value of output are the textile and clothing, paper
and printing, foodstuffs and diamond industries. Recently
production and employment in the diamond industry have
fallen off.
Die to the rapid gfowth of population, most of this
production goes for ( home con-4
sumption. 'Israel must develop cement, clay and brick inclus-
an export industry on an ex-
tensive scale if it is to have a tries appears necessary. Insu-
lating board and lath, asphalt

With few exceptiOns, almost tile and plywood . must also be

The chemical industry, rely-
down imports will advance Is-
rael's economy. Existing indus- ing mainly on minerals in the
tries must expand to supply the Dead Sea, and the pharma-
rapidly growing domestic mar- ceutical industry are among
the most promising of Israel
ket.
More Housing Necessary
Housing, for instance, is vital-
ly . necessary. World War II
brought building activity almost
to 'a standstill and in 1946 a spot
survey showed the high occu-
pancy average of 3.26 persons
per room for the country as a
whole compared with 1 or less
persons per room in the U. S.
Present large immigration,
which has brought a population
increase of 44 per cent over pre-
state days, greatly intensifies
the need for immediate residen-
tial construction, particularly of
the small dwelling unit and
apartment house type.
This need presents a challenge
of the highest order as well as
an important investment oppor-
tunity.
Israel is vitally interested in
•
the development of a tourist
Arade as an important source
of foreign exchange and good-
will. There is intense interest
in visiting Israel among many
thousands in America, both
Jews and non-Jews.
enterprises. The training and
spirit of Jewish chemists, as
exemplified by the. achieve-
ment of the Weizmann Insti-
tute, are ideal not only for
the manufacture of existing
products, but also for the re-
search and development of
new products.
The output of the Israel phar-
maceutical industry can well
compete with foreign products
in respect to' quality and ap-
pearance. Another important
field for development is the
whole range of oil by-products
when the refineries in Haifa re-
open.
WASHINGTON, (JTA)—Israel
has placed orders in the U.S.
for 4,172 motor vehicles, the of-
fice of International Trade of
the Department of Commerce
announced. The orders include:
310 buses, 1,208 pick-up trucks,
81 panel trucks, 1,380 three-ton
trucks, 257 five-ton trucks, 416
seven-and-one-half-ton trucks,
115 truck-tractors, 108. semi-
trailers, '45 special vehicles and
252 passenger cars.
mestic demand and the great
potential foreign market. New
capital investments can be util-
ized in the concentrating, freez-
ing and canning of citrus fruits
and for the expansion of the
canned fish and wine industries.
Of fundamental importance-to
the entire Israel economy is the
basic citrus industry, and much
interest is being directed toward
its by-products. Pasteurized
juices, concentrates and marma-
lades are the main products of
the industry, but much is being-
made in related products such as
pulps, volatile oils, cattle fodder.
Capital for Textile's
To supply Israel's domestic de-
mand for standardized ready-
made clothing and an export
market for high-priced luxury
clothing, the spinning, weaving,
dyeing and printing industries
have been expanding their facil-
ities. However, manufacturing
processes and machinery are
only partly up-to-date; even in
cotton—the most developed sec-
tor—production is inadequate to
meet more-than 75% of the local
demand for yarn and cloth.
Exports are negligible. New
capital for further development
of the various branches of the
textile industry is currently be-
ing sought. Given the capital,
there is no reason why the Is-
rael textile industry cannot
compete successfully with the
textile exports of most countries
of the world.
Economic Inducements Are Offered
To Investors in New Hotels by Israel
NEW YORK — Fait-reaching
economic inducements, offered
by the Israel Government, are
awaiting investors who will build
new hotels in that country, ac-
cording to an article in the De-
cember issue of Israel Economic
Horizons, monthly publication
of the Economic Department • of
the Jewish Agency in New York.
"Because of the hotel short-
age," the article states, "the
Israel -Government •did not ac-
tively encourage tourist trade
this year.'Nevertheless, over 17,-
000 persons visited Israel during
the first nine months of 1949,
spending an average of 18 days
in the country. According to
conservative estimates, the num-
ber of foreign tourists can in-
crease to 100,000 yearly within

Some of the inducements of-
fered to the builders of new ho-
tels are duty T free import of ho-
tel equipment, certain property
tax exemptions and special ad-
vantages with regard to local
taxes, accelerated amortization
and depreciation to reduce in-
come tax, corivertability of prof-
its -up .to ten per cent in the
currency of the original invest-
ment, provision of land on a
nominal lease basis, installment
payment of land registration
fees over a five year period and
assessment of ceiling prices for
new first-class hotels to allow
a fair profit.
The article points out that, in
addition to foreign visitors, Is-
rael's rapidly growing local pop-
ulation, now well over 1,000,000
represents a vast potential source
of hotel revenue. The article
cites as an example Switzerland,
where tourism is the main in-
dustry and yet the local popu-
lation accounts for twice as
many "guest nights" as do visi-
tors from abroad.

Need Modern Hotels
A successful tourist trade de-
pends upon modern well-equip-
ped hotels. Today Israel has
only 16 which can be called
first-class by American stand-
ards. They accommodate fewer
than 1,000 persons. Construction
of more and better hotels, cur-
rently regarded as a most desir-
able form of investment, is
therefore of first and utmost
urgency.
So great is the demand for
iron and steel products that it
appears desirable and, from
available cost data, economically
feasible to contruct a steel roll-
ing mill with a capacity of 30,-
000 tons per year. Also, improve-
ments must be made in existing
iron foundries. Plants to pro-
duce automotive parts, heating
and plumbing facilities, metal
foil and building accessories are
urgently required.
