MEXICO CITY (JTA) — The
admission of Israel to the Inter-
national High Frequency Radio
Conference was termed by the
Mexican press a great moral vic-
tory for the Jewish state. The
local newspapers point out that
this is especially true in view
of the strong opposition voiced
by the British and- other. dele-
gates against admitting the rs-
raeli Director-General for Posts,
Telephone and Radio, Zvi Prihar.
The decision to admit Mr. Pri-
har was reached after the Israeli
delegate refused at first to be
seated as a technical advisor rep-

Saturday evening Session, When
Sanford Solender, director of the
JWB Jewish Center division, in-
troduced a series of brief talks
on JWB activities. Among the
speakers were Airs. - Sarnuel R.
GlogbWer of Detroit, chairman of
the national JWB prograrn com-
mittee, and Mr. Meyers, chairman
of the' national bureau of persOri--;
nel and training. Other areas cov-
ered were youth services, and
• Jewish music. At this session,
Judge Theodore Levin greeted
the delegates on behalf of the
,Detroit:' Jewish community, and
Julius Chajes and Marguerite
Kozenn presented a musical lire-
gram.

Nations to establish a working
state. It has proved to thei world,
particularly the Arab nations, that
:it :can defend itself," Zinder de-
clared, adding that the Israeli
government • has cOnfidence in.
President Truman - arid -hopes that
he will ,trtstriact the United States
..UN delegation to abide by the.
Nov. 29 stipulations.
Israel-U. S. Benefits.
Speaking on the much-discus
sed question of so-called "Cit,ial-
loyalties," Zinder pointed out that
ISrael is making no attempt to
proselytise anyone, particulary
American JewS. He declaTed,
however, that the Israeli and
Atherican Jewish communities
have much to offer each other in
exchange of knowledge and cul-
tural benefits, and that the es-
tablishment of Israel lends dig-
nity and status to Jews every-
where. -
The conference continued SIM-
day morning with a panel dis-
cussion on "The Jewish Center in
Action," and an open discussion of
Center problems. At this meeting
it was pointed • out that Center
directorS must act ..to interpret
the Jewish Welfare Board ser-
vices to the local communities.
Dr. Oscar Janow-sky brought-
the conference to a stirring close
at the luncheon meeting Sun-
day, when he spoke on "Amer-
ican Jewry Discovers Itself." I4e
described the new status of
American Jewry 'as 'determined
by the establishment of Israel and
stressed the need for a full iden-
tification with both Judaism and
American life. ‘,
Criticized . ..Fund Risers
He criticized the over-emphasis
on fund-raising that is predom-
inant in the current American-
Jewish scene, and reminded the
delegates that emphasis on a more
positive aspect of Jewish life is
necessary to maintain the vital-
ity of the Jewish community. He
referred to the meager effort
for Jewish education which "im-
parts bits of information but ne-
glects the development of attitud-
es and ideals."
Dr. Janowsky, who directed the
historic JWB survey, praised the
Welfare Board for being the first
major Jewish agency to recon
Sider its functions. in the light of
new developmentS on the Jew.:

Referring to -the' establishment
of Israel, he declared that "Israel
will provide a home for all dis-
inherited Jews and the enhanced
self-respect of Israel will attract
