James G. McDonald will not take up his duties as special U. S.
representative to Israel unless he is given the assurance that the
Administration has truly embarked on a pro-Israel policy. It is
rumored in Washington lobbies that Dr. McDonald has been emphatic
in demanding to know what future American policy will be before
he lends himself to serve as a symbol of that policy.
The White House is eager that he depart for Israel forthwith, but
Dr. McDonald is adamant in his demand for a reply to a simple
question: Who will my boss be? An arrangement is under way
that he be directly responsible to the President. That would suit
Dr. McDonald fine. There is a growing conviction around Washing-
ton that Mr. Truman is determined this time to keep faith with
Israel. He has been very much impressed by the Israeli Army's mil-
itary exploits and several top men who contributed to the original
ignominious American reversal by telling the President that the
Arabs would wipe the floor with Haganah, have now been called on
the carpet. The President is said to have asked theSe men what had
caused them to be blind bats with regard to Palestine.
