PARIS, (JTA)—A solemn appeal to redress past wrongs
suffered by Jews under the Nazi regime and to guarantee
_to 700,000 Jewish survivors in enemy countries the right to
'live in "dignity, -security and peace"- was submitted to the
Peace Conference by nine leading Jewish organizations.
They joined in a memorandum proposing a series of amend-
ments to the draft treaties with five' former Nazi satellite nations.
The major proposals include provisions that human rights and
fundamental freedoms be guaranteed and enforced with internation-
al protection through appropriate agencies of. the United Nations.
The memorandum urges that former enemy states undertake to
.prevent the resurgence of fascism by the enactment of legislation
to outlaw advocacy of or incitement to religious or racial hatred. It
suggests amending the existing treaty clauses for securing human
rights to include "equality before the law", "freedom of association,"
"freedom of religious practice," and "equal right to gainful occupa-
tions and the right to preserve cultural entity."

purpose of aiding in the rehabilitation, emigration and resettle-
ment of the Jewish survivors. It contains addenda for the
Rumanian and Hungarian treaties designed to safeguard normal
functioning of the traditional communal Jewish organizations
and institutions, including the right to be consulted by the Gov-
ernment in all measures affecting the Jewish population.
Foreign Minister, Jan Masaryk, head of Czechoslovakia's_ delega-
tion to the Paris Conference. told the Jewish Telegraphic Agency
that, while he is unable to introduce the amendmehts to the five
draft treaties which have been suggested by Jewish delegations meet-
ing here, he is convinced that an opportunity must be given at
the peace conference for a ventilation of the Jewish question. He
indicated that he would do his utmost in this direction.
From an informed diplomatic source it is learned that the
first Soviet reaction to the amendments put forward by the Jewish
delegations was unfavorable. While the Soviet delegates, it seas
said, understood that protection was needed for Jewish communal
life, they were still opposed to 'any concept of group rights being
recognized in the treaties.

Transport, 750 Deportees, 'Leaves Suddenly
JERUSALEM, (JTA)—The British transport
Empire Heywood, which has been under repair
here since last Sunday when an explosion in its
hold blew a hole in the vessel's side, hurriedly
sailed from Haifa with '750 Jewish deportees after
an anonymous telephone call warned the port
manager that the ship would be blown up.
The vessel is expected to cruise in the Medi-
terranean for several days before proceeding to
Cyprus, as sufficient camp facilities are not ready.
Meanwhile, explosives planted by three mem-
bers of the Haganah tore an eight-foot
hole in the side of the Empire Rival, which
had just returned from Cyprus to load another
group of deportees. The ship is settling by the
stern, but naval experts do not expect her to
sink.
Swimmers Risked Shots, Depth Charges
In a daring raid, three swimmers approached
the vessel as it lay at anchor in Haifa harbor
and attached magnetic mines, despite shots fired
by guards and small depth charges dropped.
A curfew immediately was clamped down on
the harbor area, but was lifted at 9 a. m. Troops
searched Jewish settlements along Haifa Bay,
while reinforcements were placed aboard vessels
in the harbor.
The "Voice of Israel" broadcast, stated that
the Haganah accomplished the blasting and also
had sabotaged the Empire Heywood.
Naval experts say the Empire Rival must
remain in shallow water at least three months
until the hole in her hull can be repaired.
Advance units of the British First Armored
Division have -arrived here from Italy, despite
strenuous War Office denials of several weeks ago.
•Tel Aviv and adjoining colonies have been
the center of large-scale military activities, lead-
ing residents to believe that the "third phase"
of . British operations have begun. It still is not
known whether the raids were the beginning
of new atcions or merely an isolated operation.
The explosion of 'a boiler in a flour mill between
Haifa and Tel Aviv, heard throughout both cities,
may have been the cause.
The private letterbox section of the Jerusalem
postoffiee is being transferred to another sec-
tion of the city, following a dozen bomb warn-
ings.
"Moslem Brotherhood" Recruiting
The Arab News Agency reports from Damascus
that 15 Jews arrested attempting to cross from
Syria into Palestine have been sentenced to six
months. ,
The local "Moslem Brotherhood", which has
been described as the Arab. equivalent of the
"Palmach," Haganah striking force, is organizing
branches throughout the country and recruiting
new members. At its new Jerusalem headquarters
1,000 new members took an oath to the Mufti.
It was officially announced here that four
Jews suspected of terrorism have been deported
to Eritrea.
LONDON, (JTA)—Adam Cardinal Sapieha of Cracow
has made a statement supporting those who attribute the
recent pogroms in Poland to the fact that "many key gov-
ernrn.ent posts are held by Jews," the London Daily Mail
reports in a dispatch from its correspondent in Poland.
In an interview with the Mail corresptondent, Cardinal
Sapieha said that there is "a good deal of feeling against the present
government" and that resentment against the Jews in the gov-
ernment is carried over against the Jewish population. He added
that most of the Jews fleeing Poland now come from Russia and
cannot speak Polish.
The correspondent also reported crossing the Polish-Czech fron-
tier at Kladsko with a group of 721 Jews who were fleeing to Pal-
estine. He found anti-Jewish 'tension mounting in Poland.
Pope Promises "Consideration" of Protest Against Anti-Semitism
NEW YORK, (JTA)—The Vatican is giving "consideration" to
a request by the American Federation for Polish Jews that Pope
Pius intervene with Cardinal Hlond, the Polish Primate, for con-
demnation by the Polish clergy of anti_Semitic outbreaks in Poland,
according . to a communication received by the Federation from the
Apostolic_
in Washington, Archbishop Cicognani.
The Apostolic Delegate's message, addressed to Dr. JOseph
Tenenbaum, president of the organization, declared in - response to
the appeal of the Federation: "I have been requested by the Holy
See to assure you that the matter concerned would be given proper
consideration."
Polish Terrorists Attack Train, Kill 3 Jews

WARSAW, (JTA)—A train carrying repatriated Jews from the
USSR to Poland was attacked twice by anti-Semitic bands after
crossing the Polish border. Three Jews were dragged from the
train and killed.
The first attack was made when the train arrived at Tiraspol,
the first station after the Russian frontier. Men dressed in Polish
•military uniforms jumped into the cars and began assaulting the
Jews. Encountering resistance, they left the train dragging away
with them 50-year-old Joseph Lapidus; a member of the repatriation
commission, whom they shot in the neighboring _woods.
As the train neared Lukow, the second tattack took place. This
time the armed anti-Semites . abducted two Jews and shot them
in nearby woods. The transport of Jewish repatriates was one of
the last due to arrive from the Soviet. Union.
The Jewish Central COmmittee is receiving reports from various
parts of the country indicating that murder of Jews by organized
anti-Semitic terrorist groups continues Unabated.
An attempt to assassinate Mark Edelman, one of the three
aurviving leaders of the anti-Nazi revolt in the Warsaw ghetto., was
made in Lodz.
Zionists Call for "Exodus from Poland"
Polish Zionist organizations have decided to proclaim an "Exodus
from Poland" in view of the persistent anti-Semitic violence through-
out the country, which is being intensified as opposition parties
launch their campaigns for the forthcoming parliamentary elections.
.In revealing their decision to the government, the ZiOnist leaders
asked the authorities to Open the frontiers to Jews desiring to
leave the country. The government has acceded to their request
and has promised to instruct border guards to permit Jews to cross
the frontiers freely within a specified one-month period.
The Polish authorities indicated that they would' be willing to
permit 3,000 Jews to leave daily during the one-month period.' This
would mean that 90,000 Jews could emigrate.
Many of the Zionist training camPs, most of which were in
Lodz, are being dissolved, their members either having already crossed
the frontiers into neighboring countries.
A group of 30 Jewish writers and artists is leaving the country
within a few days.
