LONDON (JTA) — Displaced

as to race, religion or political
beliefs," Herbert H. Lehman, di-
rector general of the United Na-
tions Relief and Rehabilitation
Administration, told a session of
the UNRRA Council here.
Mr. Lehman made his state-
ment following the adoption by
a plenary UNRRA session of a
motion overriding the dissent of
Russia, Poland, Yugoslavia and
Czechoslovakia opposing any aid
to war refugees who wish to re-
main stateless rather' than to be
repatriated to their native lands.
The dissenting countries- de-
clared that they "reserved full.
rights," since they consider that
the decision may result in an in-
crease of those who do not wish
to return to their homelands. The
attitude of these four countries is
explained by the fact that many
fascists among the Poles, Slovaks
and Russians prefer to remain
stateless rather than return to
their liberated homes.
At the same time there are
also many Jewish war refugees
who refuse to be repatriated.

JERUSALEM, (JTA) — Dr.
Baruch Levin, who has begun
producing penicillin in Palestine,
described to reporters this week
how his small laboratory here
turns out 10,000,000 units of
crude penicillin every month. He
said that four times as much
could be produced if additional
facilities were available.
Dr. Levin is able to produce
only penicillin which can be used
externally, because of his limited
laboratory facilities. However,
even with this limitation, physi-
cians report extraordinary re-
sults have been achieved with
both human beings and animals.
