It is assumed that the Committee appointed for this task would be acceptable both to the mem- ber agencies of the Council and to the national and overseas organizations as an impartial and objective 'group concerned primarily with reaching equit- able decisions which would be helpful to fund raising and to local budgetary procedures. "The national and overseas agencies would in the first in- stance, as heretofore, determine what their budgets should be. The national committee to be established would then review the budgets, and after objective and thorough study, would at- tempt, together with the na- tional and overseas agencies, to arrive at joint decisions, on the amount of funds required to carry- out the specific pro- grams. These would be recom- mended—in an advisory way— to the welfare funds as min- imum goals for fund-raising and fund distribution. Present Both Sides "Where joint decisions could not be reached, the CoMmittee would advise the welfare funds as to the part of the agency's budget and program of work which had been agreed upon and would present both sides of the major items of differ- ence. "The Committee would not attempt to establish local quotas. The decisions reached by the Committee could be utilized by the member agen- cies which desired to do so as a guide in determining the dis- tribution of the maximum funds raised in each local com- munity." Lehman, di- rector general of the United Na- tions Relief and Rehabilitation Administration, told a session of the UNRRA Council here. Mr. Lehman made his state- ment following the adoption by a plenary UNRRA session of a motion overriding the dissent of Russia, Poland, Yugoslavia and Czechoslovakia opposing any aid to war refugees who wish to re- main stateless rather' than to be repatriated to their native lands. The dissenting countries- de- clared that they "reserved full. rights," since they consider that the decision may result in an in- crease of those who do not wish to return to their homelands. The attitude of these four countries is explained by the fact that many fascists among the Poles, Slovaks and Russians prefer to remain stateless rather than return to their liberated homes. At the same time there are also many Jewish war refugees who refuse to be repatriated. Dr. Levin is able to produce only penicillin which can be used externally, because of his limited laboratory facilities.
