LONDON, (JTA)—A political manifesto was issued by
the WOrld Zionist Conference following the adoption of a
$24,000,000 budget and the passing of a resolution empower-
ing the World Zionist executive to raise additional loans for
Zionist activities.
The manifesto protests the fact that the White Paper,

from Germany and Poland interned by the Japanese in the Hong-
kew section of Shanghai will be liberated when the surrender of
Japan is announced, it was stated here by leaders of Jewish relief
organizations.
Contact with the Jewish community of Shanghai has been
maintained from here since Japan entered the war against the
Allies.
Despite heroic efforts to feed the needy Jewish internees in
the Hongkew camp, there were only sufficient funds to provide
one meal a day for 5,000. This money was borrowed locally on
the promise that it would be repaid at the end of the war by the
Joint Distribution' Committee. The Shanghai Jewish Relief As-
sociation, composed mostly of Russian Jews, has imposed a volun-
tary tax upon the local Jewish population and the Jewish Relief
Committee in Tienstin also participated in raising funds to feed
the interned Jewish refugees.

to power.

The Zionist declaration further
reminds the British Government
that it failed to . receive Arab
support and that the Arab states
_ declared war against the Axis
only when the United Nations
victory' was assured. "The Jews
in Palestine Were the only people
in the -Middle East who mobilized
full support for the Allies, and
•_the. Jewish Brigade gallantly par-
• ticipated. in the defeat of the
enemy . in Italy," the declaration
points out.
Other points of the manifesto
emphaSize that the surviving
-,; Jews in Europe "cannot remain
in graveyards" and that "their
only - salvation lies in a speedy
• settlement in Palestine," and that
"the Jews the world over will
feel no freedom from fear un-
less their status is normalized
and Palestine is established as a
Jewish State."
"No Delay of Half Measures"
The manifesto endorses the
attitude of the Jewish Agency
that "the White Paper is void of
moral and 'legal validity." NoW
that the war is over, the Jews
cannot acquiesce in the continua-
tion of the White Paper under
any circumstances, whether in its
present or in a modified form,
the manifesto declares.
"No solution, except constitut-
ing Palestine as an undivided
and undiminished Jewish State in
accordance with the original pur-
pose of the Balfour Declaration,
and no delay of half measures,
can meet the tragedy and the
increased sufferings of the Jews,"
the manifesto concludes.
The Zionist Actions Committee
concluded its session here elect-
ing Dr: Abba Hillel Silver and
Dr. Stephen S. Wise as members
of the World Zionist Executive.
The political activities of the
Jewish Agency in the United
States will henceforth be charged
to a board of eight composed of
Dr. Silver, Dr. Wise, Louis
Lipsky and. Nahum Goldmann,
the four members of the execu-
tive, and four representatives of
the various • Zionist groups in
America with Hayim Greenberg
designated as representatives of
the Zionist laborites, Dr. Israel
Goldstein representing the Zionist
Organization of America, Leon
Gellman representing the Am-
erican Mizrachi organization, and
Rose Halpern acting as Hadassah
representatives.
Confer With Revisionists
Other Zionist leaders elected to
the executive in addition to Dr.
Silver and Dr. Wise are: Berl
Locker, laborite, Dr. M. Klein-
baum, general Zionist, Dr.
Joseph Barth, Mizrachist, and
Bernard Joseph, legal adviser of
the Jewish Agency. Eluahu Dob-
kin and M. Shapiro were similar-
ly promoted to full membership
in the executive. The Mizrachi
delegation announced that it had
decided to withdraw its resigna-
tion from the World Zionist
Executive.
Leaders of the Zionist Re-
visionist Party admitted that
they had conferred in London
with Dr. Abba Hillel Silver and
other Zionist personalities, but
they denied a report that an
agreement had been reached foil
the re-entry of the Zionist Re-
visionists in the ranks of World
Zionist Organization.
J.N.F. Raised .V6,000,000
A report on the activities of
the Jewish National Fund was
,given by Dr. • Granovsky, director
of the J.N.F. office in Palestine,
at a reception tendered him at
Dorchester Hotel. He revealed
that the Jewish National Fund
had raised $26,000,000 since the
outbreak of the war and that it
expects to raise $8,000,000 this
year.
Dr. Granovsky saidipthat the
execution of the practical pro-
gram of the J.N.F. is hampered
by the land regulations now in
effect in Palestine and by the
attitude of the Palestine admin-
istration. He charged that Pal-
estine officials "from the highest
to the lowest" consider it their
sacred duty to prevent further
Jewish land acquisition. Another
obstacle is the rise in prices of
land. Nevertheless 330,000 dun-
ams of land were bought by the
Jewish National Fund during the
years of the war, bringing the
total possessions to over 800,000
dunams, he stated.

"Christians share with you the
tragedy that has befallen the
Jews of Europe, and realize that
sympathy is not enough.. The
Christian peoples must be mobil-
ized for justice for the Jews."
He referred to the work
of the American Christian
Committee for Palestine, and
stated that he felt that "the time
has come for the various Chris-
tian committees in the world to
come together a n d unitedly
express their Zionist sympathies."

Appeals For Jewish State
BUCHAREST, (JTA) — Titel
Petrescu, president of the Social
Democratic Party in Romania,
appealed to the British Labor
Party to "realize the great idea
of the old and righteous aspira-
tion of the Jewish people" by
establishing a Jewish State in
Palestine.
The appeal was made in - a
statement issued through the
Jewish Telegraphic Agency in
which the leader of the Social
Democratic Party emphasized
that his group "always defended
the Jewish cause."
