r A Jerusalem report to the New • York
Times expresses the view that Soviet Rus-
sia is prepared to allow the exit of 300,000
Polish Jews who are now in Central Asian
territories, provided the Midddle East Arab
states will consent to their settlement in
Palestine.
This important news story may throw
some light on Russia's attitude toward Jew-
ish aspirations in Palestine. This question
has been a matter for conjecture and for a
lot of guess-work. If the latest Jerusalem
report is true, then it becomes clear that two
elements control the Russian-Zionist rela-
tionships: the attitude of the Arabs and the
chances for the revocation of the British
White Paper.
Both problems are undoubtedly inter-
linked, since the British attitude is controll-
ed by Arab reactions. But to those who have
studied the Palestinian question it is equally
as clear that a friendlier attitude on the
part of Great Britain and a deterriiined ef-
fort to adhere to the pledges contained in
the Balfour Declaration and the Palestine
Mandate would go a long way toward solv-
ing the problem.
In the meantime, hundreds of thousands
of Jews must be rescued and Palestine re-
mains the only visible haven. The United
Nations control the solution to the problem,
and a serious effort on the part of Russia
and the United States will go a long way
towards speeding it.
Peace in- Zionism
If peace is not effected in the ranks of the
American- Zionist Emergency Council, the
evil. results are certain to react unfavorably
upon the entire Jewish people, regardless
of party affiliations.
Last week it looked like peace. At this
writing, .the murmurings in New York sound
like war again. Once again, it is a matter
of personality clashes in which Drs. Abba
Hillel Silver and Stephen S. Wise no longer
count: Party differences may be respon-
sible for the continuation of the rift, and it
becomes necessary again for Zionists every-
where to step in and to compel the enforce-
ment of the peace agreement that was ar-
rived at last week.
When it was announced last week that an
agreement had been reached for a peaceful
solution of differences, there was genuine
rejoicing, occasioned especially by the fact
that the first world Zionist conference since
the outbreak of the war is to open in Lon-
don on •July 30. The new rift is deplorable
and damaging.
The internal rift had brought to the fore
anti-Zionist elements who had capitalized
on internecine strife. It encouraged our
enemies in the State Department. It was
damaging all around. The damage must be
repaired. It can be corrected if last week's
agreement is adhered to. Rank and. file .
Zionists can compel restoration of peace
among their leaders.

Anti-Semitism in the Army
New YOrk's liberal newspaper PM has exposed and the
Jewish Telegraphic Agency has verified the existence of a
frightening system of anti-Semitism in the U. S: Army.
Spread of anti-Semitic propaganda among soldiers and
sailors by the U. S. Armed Forces Institute reveals a shock-
ing condition comparable to the practices that existed under
Nazism in Europe.
All the more shocking is the revelation that the USAFI
had not dropped the hate-spreading course immediately.
Even though the course was finally discontinued such propa-
ganda calls for wide condemnations and protests.
Four years ago, many communities throughout the land
were disturbed over the proposals to institute a system of
advisory budgeting whenever decisions are to be made by
American Jews on fund raising for important national and
overseas causes. Fear was expressed that budgeting plans
may provide for interference in internal affairs • of certain
movements.
After experimenting with the plan in some communities,
the idea of national budgeting has become a reality by deci-
sion of the Council of Jewish Federations and Welfare
Funds, at the meeting of the executive committee held in
Detroit last week.
It is possible that implementation of. this plan might
have been delayed, were it not for the sad experience that
was occasioned by the temporary dissolution of the United
Jewish Appeal. To most American Jewish leaders it became
evident that a system of studying the needs for Jewish
reconstruction and rehabilitation activities might have
averted that breach, with the result that national budgeting
has become a factor in community planning in this country.
With all elements concerned in fund raising represented
on committees conducting the studies on budgeting, there is
little reason to fear unsatisfactory results. Responsible lead-
ers will not fail to recognize the needs for adequate relief
activities, of Palestine reconstruction work, or land redemp-
tion through the Jewish National Fund. On the contrary;
the moment restrictions on Jewish colonization and land
purchases in Palestine are removed, it is reasonable to ex-
pect that Jewish leaders will call for increased activities in
these fields.
To attain our objectives, it is important that the White
Paper restrictions be removed and that unity be cemented
in Jewish life. When these are accomplished it will be pos-
sible to rescue large numbers of Jews and to guarantee their
liberties.
'WHAT I CAN DO TO INSURE A
LASTING PEACE"

America, what can you do to insure ,a lasting
peace? To prevent once again, the repetition of
. bloodshed throughout this entire world?
It is -riot an easy task to secure peace. Peace
to those who have learned to love war and
fight and kill in it. Yet, it can be done and will
be 'done, if everyone puts forth his or her sin-
cerest efforts and gives his fullest cooperation
to it. For sincerity is the only- root to best re-
'suits. It may be months or even years, but it is
something well worth our whiles striving for.
The question arises, "What Can I Do to Insure
a Lasting Peace?"
Yes, it is something we all can do. Something
which must not only .be spoken and written -
about, but put into common practice for our own
eyes to observe, lest we find ourselves no better
off than when we started.
This task which so closely lies ahead -seems a
grvt one, yet, it is all around us. How many _
times each day- has there been some . mention
or act of race persecution? , Be it the Jews,
Negroes, or any other nationality or religion.
Isn't this something which has brought about
many of our previous wars?
Is it very strange to many of us to hear Mr.
Brown telling his son, John, not to play with
Jerry, because he is a Jew, or not to patronize
Mr. 'Greenberg's grocery because he reads the
Old Testament? But, .aren't these people just as
equal as you or I? Haven't they the same .color
skin, hair, blood, and haven't they themselves
loved ones in there fighting for you?
And how common it is to the Negroes to have
doors slammed in their faces in refusal of work,-
board, or recreation. Is it just because they
haven't the same color skin that makes them
become persecuted? Haven't they, as well as
others, contributed to today's culture and aren't
they also losing their beloved ones in war?
Yet, man• goes on, with its race persecution, not
thinking that this may be the very thing whiCh
so often causes conflicts.
Now just think about it, John Doe. Whether
rich or poor, black or white, Jew or Gentile, is
there a need for this constant squabble amongst
you? Is rich Mr. Henry going to be a king in
heaven and poor Mr. Doe his slave? Are you all
not destined to the same fate—death? Does a
rich business man occupy more space in his
grave than does his common worker? Perhaps a'
prettier casket.; perhaps a larger funeral; but
aren't they all equal now that they are in
heaven?
This America, you can all work together to
get rid of—RACE DISCRIMINATION.
And then, there's Mr. Shaw, who's jealous of
Mr. Henry, who has three automobiles. Or little
Mary who is jealous of rich Suzy's playthings.
Yes, all these. small jealousies are mere trifles,
but it's when one country is jealous of another, •
that you better watch your step Amei ica!
It is true, we should all try for better times
than our fathers and grandfathers had, before
us, but not to the great extent that it leads into
bloodshed.
Yes, America, these things and others which
I may have failed to mention are what each and
every one of us can help to do. These are only-
small things yet, which may prevent your own.
son, husband, or friend from dying. Teaching
and practice that all men are equal, being arn-.,
bitious, and yet not jealous of others, and work-
ing together for perfection of your own form of
government. All these are the little things which
you can all do to bring a laSting Peace and
Brotherhood once more amongst men. Yes, the
Peace and Brotherhood our late beloved Presi-
dent Roosevelt died for. The Peace .and Brother-
hood which soon will bring millions of war-torn
bodies and souls home again. Yes, the Peace and
Brotherhood it will take every peace loving per-
son to strive and work his or her hardest for:
A lasting peace which will stand stronger than
a concrete wall and will not crumble.
Yes, America, I for one want this kind of a
world to live in, do you? Well then, let's see
how far into space you can throw this dreadful.
war so that Peace and Brotherhood can again
reign for evermore, all over the world.
When an important branch of our armed forces like the
USAFI, under auspices of the Army's Morale Services Divi-
sion and the Navy's Educational Services Section, under-
takes to carry on Hitler propaganda among the men irr uni-
form, at the time that we are fighting our enemies purported-
ly for spreading such propaganda, then it is time to sit up
and take notice.
Among the stupidities which so easily arouse hatred
against the Jews, taught in the USAFI course, are statements
such as these: The Jew "has a mind --that can neither be
tamed nor disciplined"; "the Jew is. an intellectual 'revolu-
tioriary—to the point of suspicion"; "the Jew is pseudo-
American," "unassimiliated," "alien."
Surely, this can not be the voice of America!
Surely, it is only the voice of people who have thrived
on bigotry and whose minds have been poisoned to the ex-
tent of desiring to poison other minds.
These minds must be healed!

It is a job for our government—to see to it that there
is an end to bigotry in the army.
Unless this condition is corrected at once—with due ex-
planations to all who have been fed this propaganda—
we will have fought in vain against the Nazi ideology.
The publishing of another pamphlet—"Army Talk, Oc-
cupation Sheet 64"—which negates the damaging pro-Nazi
course, is not sufficient to undo the evil of the USAFI course.
A specific statement of fact should be issued to every one
who has ever been fed on the USAFI propaganda with the
aim to destroying the misleading poisons.
PM and the Jewish Telegraphic Agency are rendering
a great service to America, to humanity and to Jews by ex-
posing the anti-Semitism in the U. S. army. The battle that
has begun should be continued until there is an end to the
medieval spirit of hatred.
