UNCIO Acts on Bill of Rights; Zion Status Same

SAN FRANCISCO—When the Right Hon. Viscount Cranborne,
P. C., British Secretary of State for Dominion Affairs, presented the
views of his government on the question of territorial trusteeships,
at one of the tensest press conferences held here during the United
Nations Conference on International Organization, last Friday, it be-
came apparent that all the noise and the shouting by Jewish groups
represents, at the moment, wasted breath.
Three lines in Clause 4 of the United Kingdom Draft of the
Chapter for Inclusion in the United Nations Charter on Territorial
Trusteeship provided the answer we had been clamoring for on the
question of Palestine's status. These lines read:
"No revision of existing League of Nations Mandates exercised
by States Members of the United Nations shall be made without the
agreement of the Mandatory Power concerned."
Status Quo to Be Retained
In this assertion, and in the statements made by Lord Cranborne
in answer to questions put to him, it was apparent that the status
quo will be retained in Palestine.
It became apparent on Saturday morning, after the press con-
ference presided over by Secretary of State Stettinius and attended
by Senator Vandenberg_ and Commander Stassen, that Palestine's
status will not only not be discussed but that it will not be changed
in the very near future; and that only the machinery will be set up
for trusteeship plans.

In his statement, Mr. Stettinius, as chairman of the American
delegation, said:
"The organization would establish a system of international
trusteeship applying to three classes of territories which may be
placed under the system by means of trusteeship arrangements-Hter-
ritories now under mandate; territories which may be detached.from
enemy states as a result of this war; and territories voluntarily placed
under the system by the administering states.
Holds Great Promise
"The system - here proposed holds great promise for the develop-
ment and progress of the peoples of dependent areas. It must be
emphasized, however, that we are here dealing only with the ma-
chinery for trusteeship. No consideration will be given at this con-
ference to specific territories which are to be placed under the sys-
tem. That will be left for future arrangements."

Both the British and American statements show definitely that
action on Palestine has been deferred.

Important points in the U. S. proposals for international trustee-.
ship arrangements are:

"The basic objectives of the trusteeship system should be: (a) to
further international peace and security; (b) to promote the political,
economic, and social advancement of the trust territories and their in-
habitants and their progressive development toward self-government;
