Failure of Bermuda Parley; Dr. Silver Heads
United Palestine Appeal Again
PHILADELPHIA — Condemning the MacDonald White
Paper as an illegal document which would in effect "liquidate
the Palestine Mandate and terminate the growth of the Jew-
ish National Home," the National Conference of the United
Palestine Appeal meeting here adopted a resolution on Sun-
day calling upon the American Government to "make repre-
sentations to Britain to annul the
White Paper of 1939 and to ask
for assurance that Jewish immi-
gration into Palestine shall not
be abridged nor shall the pur-
chase of land by Jews be restrict-
ed."
Dr. Abba Hillel Silver was
elected for the fifth year as na-
tional chairman of the United
Palestine Appeal. The conference
paid tribute to his statesmanlike
leadership in a special resolution
expressing appreciation "for the
strength he has given to the up-
building of the Jewish National
Home through the mobilization
of the maximum moral and ma-
terial support of American Jew-
ry."
Show Disappointment
Disappointment was expressed
in another resolution at the fail-
ure of the American British Ref-
ugee Conference at Bermuda to
give adequate consideration to
the desperate plight of the Jews
in Europe and to include within
its terms of reference full con-
sideration of the immediate pos-
sibilities for large-scale mass im-
migration into Palestine.
The delegates also officially
voiced their protest against the
denial of the just demands of the
Jewish people of Palestine for a
"Jewish Army in Palestine to be
comprised of citizens of Pales-
tine and stateless Jews residing
in that country, such army to be
officered by Jews and to be in-
corporated in the armed forces
of the United Nations."
"Whole-souled devotion to the
winning of the war" was pledged
to President Roosevelt in a reso-
lution in which the 1,450 dele-
gates asserted that "all our re-
sources of life and property are
pledged to the end that victory
may be speeded for the United
States and for all of the United
Nations".
Address Sessions
The sessions were addressed by
Dr. Chaim Weizmann, president
of the World Zionist Organization
and of the Jewish Agency for
Palestine; Dr. Silver, Dr. Stephen
S. Wise, chairman of the admin-
istrative committee of the United
Palestine Appeal; Frank E. Gan-
nett, newspaper publisher; Ber-
nard A. Rosenblatt, chairman of
the board of the Palestine Foun-
dation Fund; Dr. Israel Goldstein,
president of the Jewish National
Fund.
The other speakers were Rabbi
Meier Berlin, of Jerusalem; pres-
ident of the World Mizrachi Or-
ganization (Orthodox wing of the
Zionist movement) ; Louis Lips-
ky, chairman of the executive
committee of the United Palestine
Appeal; Judge Morris Rothen-
berg, chairman of the Council of
the Jewish Agency for Palestine
and Judge Louis E. Levinthal,
president of the Zionist Organi-
zation of America.
Dr. Weizmann's Address
In an address in which he as-
serted that the Jews will never
accept the White Paper and its
throttling restrictions on the de-
velopment of Palestine Dr. Weiz-
mann addressed a plea to the
Arabs to join in a common effort
with the Jews of Palestine, ex-
pressing confidence that through
united action the Arab and Jew-
ish peoples could establish a
highly developed and enlightened
civilization in the Near East.
Dr. Weizmann charged that
Palestine which he characterized
as "the one area which we Jews
have for a generation prepared
for our salvation" was deliberate-
ly being thrust into the back-
ground of discussion "whenever
our plight is considered." He said
a "treacherous 'but' " was being
injected into the discussion of
Palestine's possibilities for Jew-
ish absorption as part of a care-
fully conceived plan to "keep the
doors closed to our last hopes—
our only hope."

Like Munich Pact
Dr. Wise, head of the newly es-
tablished Joint Emergency Com-
mittee for European Jewish Af-
fairs, likened the British White
Paper to the Munich agreement,
in his address at the luncheon
session of the Conference.
Asserting that two of the most
important factors in considering
the budget for Palestine were
the "extraordinary need of the
Jewish people for greater settle-
ment opportunities in Palestine"
and "the reduced value of the
dollar in terms of purchasing ca-
pacity in Palestine," Charles J.
Rosenbloom, of Pittsburgh, na-
tional treasurer of the United
Palestine Appeal, told the morn-
ing session that the combined
budget of the Jewish National
Fund and the Palestine Founda-
tion Fund, which obtain their
funds in the United States
through the United Palestine Ap-
peal, will be $10,800,000.

Silver said that "within the last
few months, as if by concerted
action, there has set in a very
definite and noticeable withdraw-
al on the part of the official fam-
ily" in Washington "from any-
thing which might even remote-
ly suggest a recognition or en-
dorsement of the Jewish Home-
land. The whole subject has sud-
denly become taboo in Washing-
ton."
Endorsed Homeland
Pointing out that ever since
the first World War our govern-
ment has manifested friendship,
towards Jewish national aspira-
tions in Palestine, Dr. Silver said
that "every president who occu-
pied the office between the two
wars has enthusiastically en-
dorsed the Jewish Homeland."
He said that now "our former
friends in government circles
content themselves with sending
us prolific expressions of sympa-
thies on Jewish persecution.
When pressed to do something
about it, to help save a race from
annihilation, they regretfully re-
mind us how difficult it is to do
anything for these poor unfortu-
nate people under present war
conditions. They counsel us to
have patience.
"That they may all be dead
when the ultimate day of lib-
eration arrives, does not seem to
arouse these friends of ours to
any extraordinary emergency
acts of rescue and deliverance.
These are men of many words
and few deeds whose compas-
sion never goes beyond political
expediency."
