plan for the internationlization
of Jerusalem is much more liberal
than the one proposed originally
in the partition plan. Despite the
cry raised by extremists, the
present proposal practically dif-
fers very little from President
Weizmann's recent public offer.
The Jewish and the Arab parts
of the city have complete and
full autonomy. The international
regime put above them is weak,
without a military or even a suf-
ficient police force. Even the
citizenship of the people in the
different zones has not yet been
determined.

PART OF ISRAEL
WITH A FEW more liberaliz-
, ing amendments, the new pro-
posal may make the Jewish part
of Jerusalem a part of Israel for
all practical purposes.
As for the problem of the Arab
refugees, it may not even come
up for a decision at the Assembly,
since the matter has clearly been
taken out from the field of poli-
tics and switched to economics.
The real significance of the
present session of the UN for
• Israel is that for the first time
the new State will have to take
part in the work of the Assembly
as a full-fledged member. Ac-
cording to the preliminary an-
nouncement of Mr. Eban, Israel
will have to take position on 74
important international issues. In
short, this time Israel will have
to eve to the United Nations
more than to take from it.
to ask a very sensible question:
Why do they not go to Israel,
themselves? If to be a true
Zionist means to leave the United
States and settle in Israel, why
do not the critic's act as they
preach and start moving to
Israel?
"As far as I know" he says,
"all of those, critics who maintain
that the aim of Zionism will not
be fulfilled until all the five mil-
lion Jews in America have found
their way to the Jewish National
Home, have not as yet made the
slightest move in the direction of
their own repatriation to the Jew-
ish State."
A most sensible, if not some-
what embarrassing, question to
ask since Dr. Margoshes has him-
self fiir years championed a mass
exodus movement of American
youth to Israel. But it is better
to see the light late than never.

The advantages of reporting in-
cidents of an anti-Semitic nature
to the Jewish Community Coun-
cil were seen in a recent case
involving a DSR driver.
The Council received a letter
from Leo J. Nowicki, general
manager of the DSR, in regard
to an incident of July 20. It read,
in part: ". . . there is, however,
an occasional indivdual who for-
gets his responsibility to the
public.
"The operator was cited before
our board of review and charged
with conduct unbecoming an em-
ploye . . . He was found guilty

SENSIBLE QUESTION
THE CRITICISM of Dr. Silver's
article in "Reader's Digest" by
the nationalistic Zionists as re-
ported first in these columns, has
evidently spread so far that Dr.
Margoshes, a spokesman for the
ZOA, has found it necessary to
defend Dr. Silver in an article in
the "Tog."
The most telling argument
which Dr. Margoshes advances
against the nationalist critics is
