cause the Israelis considered ad-
mission a certainty and partly be-
cause of the government's severe
austerity program.

ab armies be withdrawn from
Palestine as the first step toward
a peace settlement with the
Arabs. The Arab forces prevent
the establishment of an indepen-
dent Arab state as envisioned by

estine Conciliation Commission.
