Zionist Precedents Train Yishuv
in Its Precepts, Says Dr. Goldstein

“WHEN A JEWISH STATE
" comes into being in Pales-
tine, it will be the only truly
democratic state in that part of
the world, thanks to the training
and the precedents established
by the Zionist movement," de-
clared Dr. Israel Goldstein,
chairman of the World Confed-
eration of General Zionists, at a
luncheon session of the 50th an-
niversary convention of the Zion-
ist Organization of America.
Participating in this meeting
was Daniel Auster, former mayor
of Jerusalem, who was the first
Jew to serve in that capacity
since the destruction of the Tem-
ple, 2000 years ago.
Dr. Auster described Palestine
as "a police state" but added
that "despite the presence of the
British Army and police and the
restrictions of martial law, the
Jewish pioneers are pursuing
their regular,' normal activities."

!HITS BI-NATIONALISM
Basing his opinion on his ex-
periences in Jerusalem which had

that it was not feasible to set up
a bi-national state in Palestine.
"If the United States govern-
ment is concerned with the spread
of democracy in areas where it
does not now exist, it will take
to heart the character of the
Zionist movement and the ser-
vice to the cause of democracy
which can be rendered by a
Jewish State as a leaven of de-
mocracy in the Near and Middle
East," said Dr. Goldstein, in his
address as chairman of the lun-
cheon.
SPUR NATIONAL UNITY
He discussed the role that the
General Zionists must assume in
Palestine in steering a middle of
the road course between the Ma-
pai or Labor Zionists and the
Mizrachi, who are the orthodox
Zionists.
"It would seem reasonable to
suggest that a good, strong liberal
center group could be a whole-
some influence on the Yishuv," he
remarked.
He stated that the General
Zionist program for Palestine
emphasized national unity in the
face of separatist tendencies

from the right and left, and
wished to see education, health
services, sport activity, banks and
industries, which are now con-
trolled by party agencies, placed
on a national basis either under
the Jewish National Council of
Palestine of the Jewish Agency
for Palestine.
"The constant amidst the var-
iables of our program is our con-
viction first that the national
interest must supersede, in fact,
not only in theory every party
interest in the Yishuv, and sec-
ond, that the development of
Palestine's maximum absorptive
capacity demands that private
initiative as well as collective
enterprise be encouraged by na-
tional funds and institutions,"
he said

J. Karpman, its executive di-
rector, a former Palestinian who
grew up in a General Zionist
settlement.
"General Zionism is the only
Zionist party in Palestine which
has proved that kibbutzim (sett-
lers), private farmers, manu-
facturers, business men, profes-
sionals, etc., can and should co-
operate.
NEW HOUSING PROJECTS
"Groups of liberal minded
manufacturers and business men
perform, on our behalf, import-
ant tasks in the Association of
Palestine Manufacturers, cham-
bers of commerce and numerous
other economic institutions.
Their valuable contributions in
the efforts to create understand-
ing and cooperation between
labor and employers in Palestine
has not been fully appreciated
as yet."
Karpman reported that Gen-
eral Zionist funds had started a
number of new colonization and

The World Confederation of
Gendial Zionists was formed at
Basle - dtiring the World Zionist
Congress in December to orga-
nize the General Zionists of the
world,' and to strengthen the
General Zionist program in
Palestine itself. In the United
States General Zionism is repre-
sented.- by the - ZOA, largest
single bloc in ..the Zionist move-
ment.
Dr. Auster, who attended the
bi-annual meeting of the Gen-
eral Zionists of .Argentina, re-
ported that "95 percent of Ar-
gentina Jews are General Zion-
ists."
Of the Palestine scene, he said
that despite "the tense atmos-
phere, houses and towns. are be-
ing built, new settlements and
new factories opened, schools
and the whole cultural life are
going on normally."
UNITE LABOR, BOSSES
The constructive program be-
ing carried on by the General
Zionists in Palestine since the
organization of the World Con-
federation was described by I.

housing projects, a special ,de•
partment for new immigrants,
institutes for refugee children
several agricultural educational
and orphans, a special training
center for middle-aged immi-
grants, and a number of free
loan hinds for artisans, profes-
sionals, etc.
A loan fund for private farm-
ers recently established by the
General Zionist Fund will great-
ly assist the thousands of small
holders, he said. Another new
feature is the expanding private
agriculture affiliated with the
General Zionist Organization in
Palestine which consists of 24
private cooperative villages all
over the country.
Karpman deplored the present
"party educational system" in
Palestine which he said "threat-
ened the unity of the future .
