JERUSALEM (JTA)—The nature of political thinking
taking shape among members of the United Nations Special
Committee on Palestine may be seen from one federalization
plan being considered by a group of delegates.
The plan envisages division of Palestine into seven Jew-
ish and seven Arab cantons, with a temporary 10-year fed-
, eral government vested in a
. council composed of one repre-
sentative from each cantonment

A tribute written by Mrs. Ehr-
lich in honor of the late Simon
Shetzer, prominent communal
leader, was spread on the minules
of the Board of. Governors and
copies have been sent to Mr.
Shetzer's mother and wife.
The tribute to Mr. Shetzer
reads as follows:
"WHEREAS there has just
passed from • our midst Simon
Shetzer whom' the Detroit Jewish
Community delighted to call its
own, but who in reality had
gained national recognition, and
had lived in the center of fti,m6
erican Jewish life, and
"WHEREAS. in this hour we
recall the noble stature of the
man, his brilliant mind, his in-
tellectual integrity, his rectit
of character, his fluent tongue,*
gentle soul, and
"WHEREAS in his all too :holt
life he encompassed in his activi-
ties the whole of Jewish life,
Jewish education, the synagogue,
the Jewish Community Council,
the Jewish Welfare Federation,
Zionism, to
of which he
brought abundant secular and
Jewish learning, profound under•
standing and a consuming pas-
sion for Jewish survival.
"BE IT THEREFORE RESOLV-
ED, that the board of governors
of the Jewish Welfare Federation,
which he' served for many years
faithfully and devotedly, express
its deep appreciation of the truly
fine Jewish life of Simon Shetzer,
of his indomitable courage, of his
winning personality, and gay
charm, of his inspired leadership
and his nevec • to - be forgotten
contribution to his people Israel,
in whose ,vineyards he toiled so
laboriously and so selflessly, and
"BE IT FURTHER RESOLVED,
that we spread on our minutes
these sentiments conceining our
dear departed friend and col-
league, whOse, memory will re-
main with us as a pattern and as
a symbol, and that we send a
copy of these expressions to his
family, with whom we share a
great sense of loss."
