"Displaced Persons, A Challenge
to America" will be the subject of
an address by Earl G. Harrison,
national chairman of the Citizens
Committee on Displaced Persons,
BUCHAREST, (JTA)—The Rumanian parliament this
week adopted a sweeping citizenship reform law which
wipes out thousands of grievances of Romani an ,Jews, some
of which date back 30 years. The vote on the measure was
188-2.
The new law provides that all persons who have re-
sided in Romanian territory since
1920 automatically acquire citizen-
ship. This provision even includes
persons who failed to register for
Romanian citizenship after World
War I. In addition, all persons re-
patriated from territory ceded to
the U.S.S.R. or to be repatriated

The measure also cancels all dis-
criminatory legislation imposed by
the Goga and Cuza pro-Nazi gov-
ernments which deprived tens of
thousands of Jews of citizenship
rights.
Persons who cannot produce
documents to prove residence or
previous citizenship because they
were deportees, internees. or lived
in bombed areas will be permitted
to submit testimony of witnesses
to support their claims.

Harrison will appear at an open
meeting under the auspices of the
Michigan Committee on Displaced
Persons. The Jewish Community
Council is one of the sponsoring
organizations.
New President
Harrison will speak on behalf of
the nationwide effort to liberalize
Immigration restrictions, highlight-
ed by the introduction of a bill in
Congress on which hearings are
scheduled to commence on June 4.
The proposed legislation, sub-
mitted by Rep. Stratton of Illinois,
would make use of quotas unused
during the war years, for the ad-
mission to the United States of
displaced persons in Germany, Aus-
tria and Italy. Under the terms
of this bill a total not to exceed
400,000 would be admitted over a
period of four years.
Several hundred more are ex-
pected from Poland.
