NATIVE DETROITER, a young man of great sincerity and varied
accomplishments, has joined the staff of the Jewish Community
Council as director of internal relations. The newly-created post will
introduce him to the many problems within the confines of the Jewish
cemmunity proper and he recognizes the post as a challenge to his
ingenuity and his abilities.
The young man is Louis Fraiberg, product of Detroit's public
schools and of Wayne University, former teacher and worker with
juvenile delinquents and the blind.
"I am happy to be on the staff of the Community Council," he
said, "because of the opportunity to do work in which I have long
been interested. Community rela-
tions is a relatively new field
which does not yet have the an-
swers to many of its problems.

"Defining those problems and
organizing to meet them are rec-
ognized as necessary to Jewish
communal life of today. I sincer-
ely hope that I may be helpful to
the Jewish community in helping
to analyze and solve those prob-
lems so that the community will
be strengthened and irritations to
it obviated."

FRAIBERG RECEIVED his
A.B. in education at Wayne in
1937 and an M. A. in English in
1939. He joined the public school
system and taught at Cass Tech-
nical High and at Wayne.

In 1941, he became Interested
in social work and took a position
at the Wayne county bureau of
social aid. While there he began
to take training for a master's

degree in social work. He received his diploma from the U. of M. in
1946 after specializing in community organization.
His thesis, a study of the Wayne County Juvenile Detention
Home, was written as a result of a study he conducted while serving
as consultant to the mayor's committee on community care of chil-
dren in 1945.

BEFORE COMING TO the Community Council, Fraiberg was with
the state division of services for the blind of the Michigan welfare
department. He was in charge of placement for the blind in the
Wayne, Oakland, Monroe and Macomb county area, and he worked
closely with industry and rehabilitation agencies.
Fraiberg considers his experience invaluable after dealing with
the problems of a minority group which is discriminated against by
some employers because of a physical handicap. He points out the
remarkable analogy between the problems of the blind and those of
other minority groups who suffer because of discrimination for re-
ligious and racial reasons.
