Four Years of the Jewish Council

By James I. Ellmann

What has the Jewish Commu-
nity Council achieved in four
years? Most important, it has at-
tained a more rightful and more
firm place in the esteem of the
community. It has demonstrated
that Jewish life can be less hel-
ter-skelter; that we do not always
have to work at Cross purposes;
that we can reduce the effects of
the work done by our enemies;

.

ize the tremendous importance of
an over-all agency which can
serve at least three purposes: (a)
As a clearing house for immediate
and local disturbances and dan-
gers. (b) As a local representa-
tive of the national civic defens7
agencies. (c) As a medium
through which any number ni
well-intentioned individuals and
organizations collaborate in sociii
• action within and without our

ranks. Thus Protestant, Catholic,
Negro, Labor, Veterans, Wo-
men's, and adult education bodies,
i 1)1:1113, other groups have been
ioining with us in many pro-dem-
wratic enterprises.

that we can meet the problems
of living in a mixed democracy
with better understanding and
more dignity.
When the speaker took over
the helm from our former presi-
dent, our beloved Simon Shetzer,
much of the pattern of our la-
bors had already been formed in
the preceding four years of the
life of the Council. Operating
committees had already been es-
tablished. They had already ac-
wired experiece. A rapproach-
ment among the 90 constituent
organizations at that time was
already in evidence.
What we have since done is to
accelerate our pace. The Execu-
tive Committee was made even
more representative by enlarge-
pent to 42 members and by in-
cluding individuals from every
walk of life. Much the same
thing was done with the enlarged
membership of the Community
Relations and Internal Relations
Committee, and with the several
smaller functional committees.
The work of these committees
with the members of the staff
have brought national distinction
to our Council among the Jewish
communities of the land.

In greater (Hail some of our
'fforts have involved the elimina-
ion of discriminatory ads in the
local press; police department co-

Anti-Semitic incidents and anti-
iemitic literature; placing infor-
xation before governmental ho-
lies which would prevent subver-
sive anti-Semitic activities; fur-
nishing authentic facts about
Jews and other minority groups
:hrough intercultural agencies;
preparing material of the proper
type for newspaper editors, radio
- ..ommentators, etc.; and devel-
oping in general and in new ways
in understanding of the ordinary
dneencies in community living. In
all of these enterprises which are
necessarily complex, we present
the weight and authority of a
single voice speaking for the
whole Jewish community.
Twenty-three new organiza-
tions have been accepted into the
membership of the Council these
last four years, and no organiza-
tion has found it necessary to se-
cede. You delegates represent,
then, a total of over 200 constit-
uent bodies who guide and are
guided by the Council's efforts.
The public discussions of commu-
nity issues and annual Institute
help shape many of the attitudes,
policies and programs.

grown to $35,000 in the fiscal
year just ended. Our pending re-
quest for the coming year for
the complete work of the Coun-
cil, including its civic defense
projects, is $55,000.
The original staff of two mem-
bers has been increased to six
with the expectation that some
additional staff members will be
provided for soon. We have made
progress in many directions.
Much of this is not readily dem-
onstrable, but the far greater ac-
ceptance of the Council by the
community is the best proof.
