When the speaker took over the helm from our former presi- dent, our beloved Simon Shetzer, much of the pattern of our la- bors had already been formed in the preceding four years of the life of the Council. Much the same thing was done with the enlarged membership of the Community Relations and Internal Relations Committee, and with the several smaller functional committees. The work of these committees with the members of the staff have brought national distinction to our Council among the Jewish communities of the land. Twenty-three new organiza- tions have been accepted into the membership of the Council these last four years, and no organiza- tion has found it necessary to se- cede. You delegates represent, then, a total of over 200 constit- uent bodies who guide and are guided by the Council's efforts. The public discussions of commu- nity issues and annual Institute help shape many of the attitudes, policies and programs.
