tion, and religious observance. Fi-
nally, they NRS arranged with
local refugee committees in 14
cities for the reception of the in-
ternees after they were allowed to
leave Camp Algiers. Now they
will be able to live normal lives
and to contribute an astonishing
variety of special skills to the war
effort.
It is small wonder that Earl G.
Harrison, United States Commis-
sioner of Immigration and Natur-
alization recently said: "I think
all of us in America should be
deeply grateful for what the Na-
tional Refugee Service has done
during recent years in rescuing
people from the terrorism abroad.
This country has been greatly en-
riched as a result of its activities
and acts of friendship . . . Its
work will pay dividends in terms
of thousands of human beings .. .
and I see a continued need for it
in the future."
The closing phrase in Commis-
sioner Harrison's statement is es-
pecially significant at this time.
He sees a continuing need for the
services of the NRS to America.
In other words, he takes for
granted the maintenance of our
American tradition of asylum, and
of the laws and policies by which
it is implemented. Millions of
Americans unquestionably feel the
same way. That tradition is a
part of the body of beliefs and
concepts which form the founda-
tion of American democracy. In
upholding it and strengthening it
by action we uphold and strength-
en our own liberties.
The maxim "eternal vigilance
is the price of liberty" applies to
no people more than to the Jews.
In defending our liberty as Amer-
ican Jews we must decide first
whether we are going to fight on
the ground chosen by those who
1 would destroy our liberty, or on
the front that we ourselves
choose. In taking a determined
stand for the American tradition

is its function, especially since the
United States entered the war, as
intermediary with Washington on
refugee problems and alien regu-
lations. An example of its work
in this field is the news that has
reached my desk as this is being
written, of the order for "relaxed
internment" of fifty refugees held
at Camp Algiers near New Or-
leans.
These people, residents of a
number of Latin American coun-
tries who were sent to the United
States for internment after Pearl
Harbor as aliens of enemy nation-
ality, are all victims of Hitler-
ism, loyal to democracy. Months
of nationwide investigation and
of negotiations in Washington
were devoted by the NRS to their
cause. Meawhile, the agency and
its affiliated committees in New
Orleans and other cities did all
they could to ameliorate the con-
ditions of internment. They saw
to it that families which had been
scattered in various internment
centers were reunited. They pro-
vided means for vocational study,
the learning of English, recrea-

of our own rights and liberties.
In upholding that tradition, our
tactics, obviously, must be to put
it into practical operation. That
is what the NRS has done for
four years; that is what it is

after victory.
