Suspends Action on
Visas to America
NEW YORK. (WNS) - Since
the breaking offof diplomatic
relations with Vichy, a move
vghich came asa result of the
American offensive in North Af-
rica, all applications for United
States visas on behalf of appli-
cants in southern France are,
for the present, being placed in
an inactive file, it was revealed
this week, by the National Refu-
gee Service in a special bulletin.
No steps can be taken to pro-
vide persons with visas to the
United States who reside in ter-
ritory where no consular visa
services are available, the Na-
tional Refugee Service has been
informed by the State Depart-
ment which states "no assurance
may be given that an alien will
receive a visa at an American
consular office until he appears
in person and is found upon ex-
amination to qualify in all re-
spects under our immigration
laws." Until definite information
can be furnished to show the

by the State Department, they
will not be acted upon until cir-
cumstances change sufficiently to
justify such action, the Bulletin
points out. England, Spain and
Portugal continue to be thy'
countries in Europe where Ameri-
can consular services are avail-
able for refugees making appli-
cations for visas to this country.
The long delays and resultant
confusion caused by lack of uni-
formity in naturalization petition
investigations are being elimi-
nated following a survey made by
the United States Immigration
and Naturalization Service which
determined the proper method for
all field offices to follow. Listed
in the Bulletin is the complete
set of instructions issued to the
service's field offices by Commis-
sioner Earl G. Harrison, the most
important point being that "it
will no longer be necessary for
field offices of the service to con-
duct an outside investigation in
several specified groups, in order
to establish the applicant's loyalty
to the United States unless the
information received indicates the
necessity for such an investiga-
tion. Aliens who are of groups
which are being or have been
subjected to religious persecu-
tions in their countries of origin
are included in the group not.
