(WNS) - Since the breaking offof diplomatic relations with Vichy, a move vghich came asa result of the American offensive in North Af- rica, all applications for United States visas on behalf of appli- cants in southern France are, for the present, being placed in an inactive file, it was revealed this week, by the National Refu- gee Service in a special bulletin. No steps can be taken to pro- vide persons with visas to the United States who reside in ter- ritory where no consular visa services are available, the Na- tional Refugee Service has been informed by the State Depart- ment which states "no assurance may be given that an alien will receive a visa at an American consular office until he appears in person and is found upon ex- amination to qualify in all re- spects under our immigration laws."
