HARRY F. KELLY
BROUGHT BUSINESS EFFICIENCY
INTO THE DEPARTMENT OF STATE
When Harry F. Kelly first took office as Secre:ary of
State, January 1, 1939, the department was obsolete
in i s methods, dilatory in its service, hog-tied with
red ape! Before his first term was over, Harry F. Kelly
had streamlined the entire department, upped its
efficiency month after month, and brought its econ-
omy to a high point.
Today, the department, doing an annual business in
excess of $80,000,000, is a model of ably directed
operation. Its 9 divisions and 170 odd branches
function with the precision of a fine watch. It oper-
ates 24 hours a day, 365 days a year, in its Registra-
tion and Title Division to benefit the police and
public alike.
To Harry F. Kelly, and to him alone, goes the
entire credit for this amazing transformation!
You can depend on his achieving the same high
degree of efficiency, In all Fate departments,
when he is ele:ted Governor of Michigan on
November 3rd.

is a tank. But fortunately for auto drivers and pedestrians alike,
It's just an immobile wooden "mock-up" from which members of
the AWVS sell 1Var Bands and Stamps at the 48th Street corner.
It serves another purp;se, too—it's a reminder that War Bonds
help buy tanks and other items
of warfare.
