cials appear frequently at Bund
meetings and aid in spreading
anti-Semitism and other un-
American propaganda, Dr. Dun-
ner charges in his article.

to the confidence of all Ameri-
cans. Perhaps it is natural to
assume that Jewish sufferers will
be cared for in the general course
of Red Cross activity. To a cer-
tain extent some Jews will re-
ceive assistance, but we must not
lose sight of the fact that the

Red Cross deals with only basic
relief needs in the areas directly
affected by the war.
Moreover, we must remember
that the Jews of Europe have a

traditionally special status. We
must remember their segregation

and the repressive laws which
have been passed especially for
them in most of Europe. In Ru-
mania, in Hungary, they have
t• been singled out for persecution
and therefore must be singled
out for special assistance. The
Jews of these two countries, the
Jews of Italy, Yugoslavia, Swit-
zerland do not come within the
scope of the Red Cross. Nor does
the Red Cross operate in Ger-
many, Austria or former Czecho-
slovakia where 400,000 Jews,
brought to their knees by sus-
tained campaigns of hatred and
malignance, find their sole ray
of hope in the thought that, with
J. D. C. aid, they or at least
their children may be able to
escape to lands of freedom. And,
it goes without saying that emi-
gration aid—one of the most
significant functions of the Joint
Distribution Committee on which
it spends millions of dollars every
year—is completely outside of
the scope of Red Cross activity.
Furthermore, the work of re-
building and settlement in Pales-
tine is entirely outside the sphere
of Red Cross activity as is the
