In Ru- mania, in Hungary, they have t• been singled out for persecution and therefore must be singled out for special assistance. Nor does the Red Cross operate in Ger- many, Austria or former Czecho- slovakia where 400,000 Jews, brought to their knees by sus- tained campaigns of hatred and malignance, find their sole ray of hope in the thought that, with J. D. C. aid, they or at least their children may be able to escape to lands of freedom. And, it goes without saying that emi- gration aid—one of the most significant functions of the Joint Distribution Committee on which it spends millions of dollars every year—is completely outside of the scope of Red Cross activity.
