Despite the fact that the situ-
ation is appallingly complicated
the Governor warned against a de-
featist attitude. "The question
is often raised as to the wisdom
of our attempting to grant aid
in the face of problems so huge
and so overwhelming. Some of
us can recall the time when,
during the famine of 1921, a
group of American Welfare
Agencies including the Joint Dis-
tribution Committee, fed many
millions of children and adults
daily. And yet, clearly, not all
who needed help could receive
it. But it was the help of those
agencies which alone stood be-
tween the suffering millions-and
starvation.
"Certainly our help is more
sorely needed today than ever
before. We cannot permit our-
selves to become discouraged no
matter how dark the outlook or
how great the difficulities. We
do not dare to fail at this time."
Governments May Aid
Governmental assistance on an
international scale for refugees
from persecution and war is
nearer today than at any time
since the current refugee prob-
lem arose, it was declared by
Mr. McDonald, who pointed out
that the international refugee
conferences of the past two
years have served to "educate"
the democratic governments of
the world.
"Governments," he declared,
"are beginning to display a de-
gree of interest which they did
not do in the early years. The
Governments have brought into
the picture new, powerful, dy-
namic personalities and have in-
creasingly come to see that the
refugee' problem reaches beyond
the limits of private charity and
must be treated accordingly."
A Libel Exposed
Discussing the brutal effect o
the war upon the civilian popula-
tion in Poland, Mr. McDonald
pointed out that the war has a
least served to check "the viciou
and false propaganda about th
intimate interrelations of Jude
ism and Communism."
"The
German-Russian

ance," he said, "followed in they
later days by the Russian en
croachments in the Baltic Prov-
inces and culminating now in th
attacks on Finland, must end fo
our period at least with all think
ing men and women, that fall
propaganda about the intimate in
terrelations of Judaism and Com
munism. Surely now and hence-
forth no man or woman of in
telligence, even if he lacks good
will, can any longer believe tha
Jews and Communists have any
thing in common.

the devastating effect of persecu-
tion and war.
U. S. Jewry's Maturity
Mr. Ilyman in reviewing the
work of the Committee during
the year, pointed out that Jews
" ,'re facing the "greatest crisis
in Jewish History." "Twenty-five
years ago," he said, "the J. D.
C. was born out of the World
War. Today the magnitude of
the present disaster, the sheer
tragedy of the number of Jews
affected, the outspoken determi-
nation of the German authorities
to dispose of their Jewish popu-
lation as rapidly as possible, pre-
sent almost immeasurable difficul-
ties in the way of orderly plans
and programs."
Dr. Jonah B. Wise stressed
that it was providential that in
this time of crisis the American
Jewish community had reached
"maturity." "We Jews today" he
said, "especially the Jews of
America, have grown up into a
mature and I believe a sustaining
community. It may he an act of
Providence that our maturity is
being tested today, being tested
by forces so vigorous that they
will decide whether we are
qualified to continue, or whether
our presence in this country is
merely a fortunate accident, and
that we have neither the quality
nor the courage nor the spiritual
endowments to continue as a spe-
cial Jewish community in the
world.
"Even twenty-five years ago,
when the Joint Distribution Com-
mittee was organized, it was or-
ganized and financed out of the '
superabundance of wealth and
the superabundance of youthful
animation which was inherent in
the Jewish community. But today
we have grown up, and we are
being tested, and the sorrows of
people abroad are in a sense a
test of the quality of the com-
munity of Jews in the United
States."
Elect Officers
The committee re-elected Paul
Baerwald of New York as chair-
man with Edward M. M. War-
burg as co-chairman, a newly
created post. Mr. Warburg was
also named chairman of the ad-
ministration committee. James N.
Rosenberg of New York was
named chairman of the executive
committee. James If. Becker of
Chicago became chairman of the
national council, a post formerly
held by Mr. Rosenberg, and Al-
bert Ii. Lieberman of Philadelphia
was named vice-chairman of the
national council.
Besides the officers all mem-
bers of the board of directors
and the executive committee up
for re-election were renamed. In
addition nine new names were
added to the executive commit-
tee. In addition to these men,
among those added to the board
of directors are Eddie Cantor
and Paul Muni of Hollywood;
Henry Monsky, president of Briai
Brith; Jacob Baskin, general sec-
retary of the Workmen's Circle;
Nathan Chanin, educational di-
rector of the Workmen's Circle;
Reuben Guskin of the Hebrew
Actors Union; Abraham Miller
of the New York Joint Board of
the Amalgamated Clothing Work-
era; Sideny J. Allen and Fred
M. Butzel of Detroit and other
l eaders representing various sec-
tions of the country.

More than 3,000,000 Jews who
are today living in territories
under Nazi rule, are in urgent
need of immediate assistance
from the constituent agencies of
the United Jewish Appeal for
Refugees and Overseas Needs, it
was emphasized by Rabbi Abba
Hillel Silver and Rabbi Jonah B.
Wise, national chairmen.
The leaders of the nation-wide
campaign which combines the
fund-raising efforts of the Joint
Distribution Committee, the
United Palestine Appeal, and the
National Refugee Service, Inc.,
stated that since January 1939
when the United Jewish Appeal
was established, the demands
upon resources of the campaign
had been greatly increased as
the result of the fanwise spread
of the Nazi domination in Cen-
tral and Eastern Europe. While
those in desperate circumstances
were counted in the hundreds of
thousands several months ago,
they must be counted in the mil•
lions today, especially since the
invasion of Poland has added
more than 1,600,000 to the Jew-
ish population subject to the
Nuremberg laws of Germany.
Rabbi Silver and Rabbi Wise
emphasized that the three major
American organizations embraced
within the United Jewish Appeal
had extended their activities to
the limit of their funds in order
to cope with the unprecedented
wartime emergency. They pointed
out that the Joint Distribution
Oommittee has established emer-
gency soup kitchens which today
furnish more than 20,000 meals
daily In the city of Warsaw, that
extensive medical aid and clOth-
ing have been provided for many
of the refugees in neighboring
countries and that relief work
has been organized by the Joint
Distribution Committee for the
25,000 Jewish war refugees who
fled to Vilna.
During the past week 599 Ger-
man Jewish refugees arrived in
Palestine from Trieste, and the
United Palestine Appeal is devot-
ing its resources to make pos-
sible the immigration and absorp-
tion of thousand of other refu-
gees who are entering Palestine
on a normal basis owing to the
'continued neutrality of the
I Mediterranean region. Several
I hundred refugees have arrived
in the United States under the
quota regulations, thus confront-
ing the National Refugee Serv-
ice, Inc., with the problem of in-
tegrating and adjusting them to
life in this country.
