A tragic year is closing. No serious-minded Jew can
contemplate the events in the Jewish world during 5699
without echoing the cry of anguish of the prophet: "For
my sighs are many, and my heart is faint."
The New Year opens in pervading gloom.
"Man's inhumanity to man
makes countless thousands mourn."
The storm which had been gathering upon the
horizon has at last burst in all its fury. Our thoughts
must needs turn to our brethren in Poland, who, in con-
sequence of the war now raging in that country, are
exposed to the gravest dangers conceivable.
Yet Rosh Hashonah, with its cheering outlook upon
life, bids us take heart. It brings us the reassuring mes-
sage of malchiyuth, God's providence, that has guided
and guarded our people throughout the ages.
The year 5700 will make many demands upon
American Israel. We must hold ourselves in readiness to
exert our utmost endeavors to meet those demands.
Let it be borne in mind, however, that our duties to
stricken Israel, onerous and exacting though they be,
do not exempt us from what, in the last analysis, is
our highest duty. Our great need today is a revival of
Judaism, a return to God, a deeper spiritual life, a better
understanding and keener appreciation of the eternal
values and truths of the Jewish religion.
"Come, and let us return unto the Lord; for He hath
torn, and He will heal us; He bath smitten, and He
will bind us up."

A Message on the New Year 5700

EDITOR'S NOTE: The following message, prepared for The De-
troit Jewish Chronicle by Chief Rabbi Dr. Hertz several days
before the declaration of war against Germany by Great
Britain, is of great importance at this time.

At a moment when the issues
of war and peace are in the
balance, the Jew's supplication to
our Father in Ileaven must be
for mankind to be spared the
horror and devastation of a world
conflict. With especial fervor
should be repeated the New Year
prayer for the advent of the
day when the just shall be
mighty. For the danger of the
outbreak of war recedes and
ceases altogether, if the cham-
pions of the rule of law among
the nations can defy those who
are working for the destruction
both of the European system
and of the moral values of
Judeo-Christian civilization,
Should — God forbid — war come,
none will respond more gladly
than Britain's Jewish children to
the national call that freedom
perish not from the earth.
For Israel such freedom is
the portion in ever-fewer lands.
Throughout Germany and its sat-
ellite states, the Jew is denied
elementary human rights, and his
whole existence has become a
nightmare. And now the last
hope of the Jewish masses is
about to be dashed to the
ground. The recent White Paper
on l'alestine would soon bar the
gates of the Jewish National
Home to. Jews, and doom its Jew-
ish population to permanent mi-
nority status. This policy has
been denounced as stark injustice
by the Mandate Commission of
the League of Nations; nor has
Great Britain spoken its last
word on the question. And the
Divine Promise of Israel's re-
storation to, and resurrection in,
the Holy Land stands high above

Plea for Tolerance

Author of Scholarly Work
"If I Were • Jew"

Pleading against condemnation
of all Germans for the sins of
the Nazis, the Hon. William liar-
man Black, Justice of the New
York Supreme Court, has writ-
ten a powerful indictment of
prejudice and intolerance in his
book, "If I Were a Jew," which
has been published by the Real
Book Co., 101 W. 58th St., New
York ($2.50).
Justice Black's book stands out
for its scientific character as a
research document. It is schol-
arly in every respect, its argu-
ments are backed by facts and
figures and the entire work re-
veals that much effort and study
has been necessary in its arena-
ration.
"If I Were a Jew" is remark-
able not only for its powerful
research technique but also be-
cause it is written in style easy
enough for the average person
to digest.
Ridiculing the evasion of is-
sues when tolerance and good
will are at stake, Justice Black,
who is honorary chairman of the
Inter-Faith Movement, pleads for
a sane approach to existing prob-
lems and urges that they be
faced frankly and boldly. '
Having made a tour of Europe,
in the course of which he cur-
teyed Hitler Germany, Justice
Black wrote this book in order
to expose the moral and finan-
cial breakdown of Germany tin-
der the rule of the Nazis and
to reveal to Americans how Ger-
man labor has been enslaved.
The Vatican is quoted at
length by Justice Black to show
how the late Pope Pius XI
fought for tolerance and for de-
cent treatment of the Jews.

The late Louis Wolheim, in his
day, helped many young actors
in the rudiments of mugging.
Some of the young men he aided
are stars today in their own
right, and of these Adolph Men-
jou knew Wolheim better than
anyone else. Menial]. while at
Cornell, had Wolheim for a
professor, and one day decided
to play a practical joke on him.
Professor Wolheim didn't see
the humor in the joke and hit
Menjou flush on the chin knock-
ing him down a flight of Cor-
nell stairs.

any ephemeral efforts of man to
thwart God's everlasting pur-
poses.
In the meantime, a grim chap-
ter is being added to the story
of the Wandering Jew. Men and
women, hounded from their
homes by totalitarian persecu-
tion, fall an easy prey to those
who hold out to them the prom-
ise of entry into some free
country. In consequence, these
pitiable victims of man's inhu-
manity to man sail for months
from port to port, and are every-
where refused permission to land.
Several such crews, ragged and
famished, have been thrown
upon the shore in Palestine and
the British soldiers who were or-
dered to intern them shared
their rations and clothing with
them. It is such acts of kindness
on the part of humble men, no
less than of statesmen like Lord
Baldwin and ''resident Roosevelt,
who have been touched by the
ghastly tragedy of the refugee
problem, that save the honor of
the human race at a time when
a powerful nation is loading it
with unexpiable infamy.
Amid all the woe of the pres-
ent, therefore, nothing will cause
us to despair of Israel and hu-
manity, or to doubt the eternal
justice. We repeat with the
Psalmist, "Yea, though I walk

through the valley of the shadow
of death, I will fear no evil, for
Thou art with me." Like our fa-

thers before us, we will prove
ourselves worthy of the truth
that has been entrusted to our
care. We will transmit it un-
diminished to those who come
after us, for it alone has planted
everlasting life within us.

General Jewish Council
Special Meeting Sunday

The holding of a special
meeting on Sunday, Sept. 17,
of the General Jewish Council
to consider the problems aris-
ing out of the present world
situation was announced by
Arthur S. Meyer, chairman of
the policy and program com-
mittee.
Principal consideration will
be given at this meeting to
a proposal for the summoning
of a conference of certain
representative organization, in
addition to the agencies con-
stituting the General Jewish
Council, I. e., the American
Jewish Committee, American
Jewish Congress, Bnai Brith,
and the Jewish Labor Commit-
tee.

Jewish Loyalty
Has No Limits

There is no limit to the loyalty
of Jews to the countries of their
birth or adoption. Jews in Rus-
sia had an inherent love for the
land of their birth, and their as-
pirations were for on ideal life
for all groups of the population
under an honest government.
The same applies to Jews in all
lands, not only in democratic
countries like the United States,
Great Britain, France, the
Netherlands, the Scandinavian
countries, etc. It also applies to
the German Jew, even today.
German Jews still love Ger-
many, German culture, the Ger-
man people. It is safe to assume
that when Germany is cleansed of
the Nazi scourge, many who are
today refugees will return to
their fatherland to resume their
lives as Germans.
There may be disagreement on
this score. There is sentiment
among many that Jews ought to
leave Germany never to return,
and that the punishment ought
to be on a par with the punish.

Spain where Jews were unknown
for many generations. But his-
torical experiences point to loy-
alty surviving persecution.
The brilliantly compiled source
book "The Jew in the Medieval
World" by Dr. Jacob R. Marcus,
professor of history at Hebrew
Union College, published by the
Union of American Hebrew Con-
gregations, contains an interest-
ing chapter in proof of the con-
tention that Jews are prepared
to forgive when they are given

The Jewish Publication Society
of America announces that Volum e
41 of the American Jewish Yea r
Book is ready for distribuion.
The Year Book contains many ar-
ticles of special importance: "Twen-
ty-five Years of American Aid to
Jews Overseas," by Joseph C. Hy-
man, secretary and executive direc-
tor of the American Jewish Joint
Distribution Committe; "Rashi,"
the French commentator do the
Bible and Talmud, the 900th an-
niversary of whose birth will be
celebrated in 1940, by Prof. Solo-
mon Zeitlin of Dropsie College;
biographies of Supreme Court Jus-
tice Benjamin Nathan Cardoza,
Prof. Israel Davidson, Prof. Isaac
Ilusik, Judge 'William M. Lewis,
A. Leo Weil, B. Charney Vladeck,
and Samuel William Jacobs. An
article on "The Jews of the Uni-
ted States," by Dr. Ilarry S. Lin-
field, will continue his work on the
1937 United States census.
This important volume contains
800 pages and includes a com-
prehensive index of the first 40
volumes of the Year Book. Among
the many important sections print-
ed in the Year Book are the calen-
dars for the forthcoming years;
the Review of the Year 5699; the
directories, lists and statistics of
Jews which have always made this
book such an important handbook
for those interested in Jewish com-
munal life. The 32nd annual re-
port of the American Jewish Com-
mittee and the 61st annual report
of the Jewish l'ublication Society
are included.
The American Jewish Year Rook
was first printed in 1899, 11 years
after the founding of the society.
The original editor was 1)r. Cyrus
Adler, and others who have edited
this book are Miss Henrietta
Szold, Herman Bernstein, Her-
bert Friedenwald, II. G. Fried-
man, Dr. Joseph Jacobs and Sam-
son D. Oppenhehn. The present
volume is edited by Ilarry Schnei-
derman, assistant secretary of the
American Jewish Committee, which
publishes this book jointly with the
Jewish Publication Society, and
this volume is the 21st which Mr.
Schneiderman has, edited.
The American Jewish Year Book
retails for $3, and as available as
one of the three books which mem-
bers of the Jewish Publication So-
ciety receive annually for the
membership dues, which are avail-
able also for as low as $5 per year.

esting literature on the work of

recorded in this book deals with
the period of 1348-1349, when
the Jews were blamed for the
Black Death epidemic. At Stras-
bourg, the mob clamored for the
lives of all the Jews. The town
council wanted to save the Jews,
but was deposed and a new coun-
cil yielded to the mob. The Jews
were arrested on Feb. 13, 1349,
and were burned the following
day. The tragic story, as record-
ed by Dr. Marcus, reads:

Here is history with a lesson.
Jews are kicked out, taken back
again, only to be kicked again.
Jews are persecuted because the
mob wants their money. But
Jews are steadfast in their faith.
They are the eternal victims of
the cycles of persecutions that
mark the horrors of a cruel
world.
