Home. The Confederation is of
the belief that the Zionist Execu-
tive should comprise members
representing every element with-
in the Zionist movement, and
that the coalition should be on
the broadest possible base.
11. Owing to the special part
which the Jewish communities of
Western Europe and America can
nlay in the Zionist political
struggle, the Confederation urges
that a special Organization De-
partment for these areas be es-
tablished in London.
12. The Confederation is also
of the opinion that Zionist po-
litical work in London and Ge-
neva would be greatly strength-
ened if the London Executive of
the Zionist Organization were de-
signed to function on similar
lines to those of the Palestine
Executive.
13. The Confederation be-
lieves that the purchase of the
Shekel is the responsibility of
every Zionist, and that the privi-
lege of representation offered by
the Shekel should be the same
for all Zionists throughout the
%Amid. The Confederation there-
fore advocates the abolition of
a special Palestinian representa-
tion at Zionist Congress in favor
of a uniform system.
14. The Confederation pro-
poses that the bi-annual Shekel
be the basis of Zionist repre-
sentation at Congress.
15. The Confederation advo-
cates the abolition of sectional
Palestine funds, which are harm-
ful to the interests of the na-
tional funds. In the event of
such funds continuing, the Con-
federation will insist on the es-
tablishment of a special fund for
General Zionism in Palestine.
16. In view of the grave dif-
ficulties which Zionism has to
face in the immediate future the
Confederation urges that the
special interests of capital and
labor should be subordinated to

unite all forces within the Yishub

Allen Zoll, 43 years old, of 60

ed last Friday in the Criminal
Courts Building in New York on

tried to extort $7,500 from Don-
ald Flamm, president of radio
station WMCA, with an offer to
call off the picket line of adher-

The picketing began on Dec.
18, at the entrance to the sta-

ther use of its facilities had

Zoll, it was charged, frequently
appeared in the picket line with
hundreds of Coughlin supporters
on Sundays, but nothing devel-
oped after his arrest to Indicate
that he ever had been affiliated
with the Coughlin broadcasts.
Zoll was taken on a bench war-
by Detective Edward D.
Fitzpatrick, who is attached to
District Attorney Thomas E.
Dewey's office, after Zoll had
appeared b e f ore Magistrate
Dreyer in the Felony Court on
a tentative charge.
Abram Poretz, assistant dis-
trict attorney, brought about
Zoll's discharge when he in-
formed the magistrate that the
indictment had been handed up
the day before.
About fifty persons, moat of
them women, had taken seats in
the spectators' rows before Zoll
apneared, and when he was dis-
charged all , followed him into
the corridor, where Detective
Fitzpatrick made the arrest.
It was too late to arraign Zoll
before Judge Koenig in Part 1
of General Sessions. to whom
the grand jurors had handed up
the indictment, and he was
lodged In the Tombs, A few
hours later. however. he was re-
leased in $5.000 bail pending his
apnearance for pleading to the
indictment on Monday.

presorted by Robert II. Thavor,
assistant district attorney. Mr.
Segal,
