Owing to the special part which the Jewish communities of Western Europe and America can nlay in the Zionist political struggle, the Confederation urges that a special Organization De- partment for these areas be es- tablished in London. 12. The Confederation is also of the opinion that Zionist po- litical work in London and Ge- neva would be greatly strength- ened if the London Executive of the Zionist Organization were de- signed to function on similar lines to those of the Palestine Executive. 13. The Confederation be- lieves that the purchase of the Shekel is the responsibility of every Zionist, and that the privi- lege of representation offered by the Shekel should be the same for all Zionists throughout the %Amid.
