Aggravated Refugee Problem
With no relief in sight, the refugee
problem is daily becoming more aggra-
vated.
The balance sheet for the month shows
that increased suffering is the lot of refu-
gees; that exiles from Sudetenland are
living in ditches with no relief in sight;
if reports in the Berlin Angriff are to be
believed, thousands of them are being
placed in Czech concentration camps; that
because of increasing difficulty between
legitimate refugees and spies posing as
refugees the French government has for-
bidden refugees to settle in the Paris re-
gion and from establishing new businesses
there.
On the other hand, Mexico has stayed
the deportation of Autsrian Jewish refu-
gees who have escaped from Nazi con-
centration camps; two shelter camps have
been established for refugees in Belgium;
New Zealand has announced its intention
to admit as many refugees as possible
within the country's needs; Great Britain
has asked the Dominions to admit 20,000
refugees.
It is evident that the scales tip unfavor-
ably for the homeless wanderers. While
hundreds of thousands must seek avenues
of escape from terror, only a handful are
being offered relief.
The problem of the refugees is th
worst blot on the record of our civiliza
tion.

Since worry over these facts will not contribute
to the physical strength or mental state of our
people, it is well that we should study these
facts calmly and rationally and attempt to find
solution for whatever ills disturb our existence
or threaten our future.
But insofar as the Jews in countries of perse-
cution are concerned—and we are responsible for
them as much as for ourselves, since we are our
brothers' keepers—the only solution is territorial.
That is why the defense of our position in Pales-
tine must be made a major objective in our activi-
ties. Palestine must retain a place of priority in
Jewish reconstructive planning. In addition, every
opportunity for territorial acquisition must b
utilized in order to provide means for the settle-
ment of large numbers of Jews. Thus far we have
failed is score. But there surely must
be some avenues of escape. Somewhere there
must be a large stretch of land which should be
bought by wealthy Jews for colonization pur-
poses. The responsibility lies on the shoulders
of the rich who themselves are not secure and
whose only hope for retaining their position in
this mad world is the solving of the problems of
the millions of their persecuted brethren. That is
why they must stake their fortunes for the pro-
tection of Jewish rights.
