successful democratic socialism,

a sort, to Lenin, who decreed the
dictatorship of the proletariat, has
known it.
If we really want to defend
liberal democracy, we have got
to make out a case for it which
admits at the very outset that
everything we have costs some-
thing. I don't say that democracy
as it has been practiced in this
country hasn't cost a lot of peo-
ple too much; it has. I ani not
here supporting the kind of an-
archic competition, that has built
the American slum or the kind of
industrial organization that is op-
erated without social responsibil-
ity. Not for an instant will I
confuse democracy with laissez-
faire economics or suggest that
democracy and anarchy are words
of the same content, * but, never-
theless, democracy, which has its
roots in a certain conception of
human beings, remains a relatively
risky and adventurous form of
life. It starts from a deep re-
spect for human personality, and
from the belief that by and large,
people ought to manage their own
lives, take their own risks. and
bear their own responsibilities.
The idea of people as masses is
absolutely alien to it. If we ever
exchange government of, by. and
for the people for government of,
by and for the masses, we shall
have done with democracy.
