The Kerr Bill

More liberal than any other bill that
has been reported upon favorably by the
House Immigration Committee is the so-
called Kerr Bill.
While this measure would permit the
deportation of a larger number of aliens
who belong to the gangster and racketeer
class—violators of narcotic laws and aliens
who smuggle other aliens into this coun-
try—it has the great advantage of pro-
viding for the humanizing of existing legis-
lation. The Kerr-Coolidge Bill gives the
Secretary of Labor greater discretionary
powers over exclusions and deportations
and would make it possible for the uniting
rather than the breaking up of immigrant
families whose status is affected by tech-
nical and not criminal grounds.
The endorsement of this bill by 1,000
clergymen, who presented a petition to
Congress urging charges in immigration
and deportation laws, is an encouragement
that a certain amount of relief will be

grant families will be helped by human-

The Kerr Bill assumes greater signifi-
cance by virtue of the fact that its rival
