HADASSAH TO HONOR 75TH BIRTHDAY 1

BERLIN—German's "escape.
tax," collected principally from
Jewish emigres, netted the gov-
ernment 8,268,000 marks dur-
ing October, according to fig-
ures issued this week.
The total for the fiscal year
which began April 1 is put at
only 15,852,000 marks. This
would seem to indicate that
emigration increased greatly
after' the Nuremberg "party
day of freedom," which pro-
duced the anti-Jewish "ghetto
laws."

PLAN TO SETTLE

Arrangements Worked Out

NEW YORK. — Arrangements
worked out with the authorities in
the Soviet Union whereby destitute
Jewish families from Poland, Ger-
many, Lithuania, and other Euro-
pean countries will be assisted to
establish themselves in the recently
created Jewish autonomus Terri-
tory of Biro-Bidjan in the USSR,
were announced at a meeting of the
American Committee for the Settle-
ment of Jews in Biro-Bidjan.
As a result of conferences be-
tween the delegation sent to the
USSR by the American Committee

ment in charge of the settlement
activities in the new Territory, and
the Central Executive Committee

granted to the American Commit-
tee to participate in the work of
selecting the prospective immi-
grants outside of the USSR, and
supplying them with material as-
sistance in order to transplant
them to their new homes.
Owing to the generous conditions
made by the Soviet Government, it
is stated, it will be possible to
establish the settlers at a very
little cost. Prospective settlers will
be met at the Russian border by
Government representatives, who
will take them in charge and ar-
range for their transportation to
Biro-Bidjan, and their food and
other necessities enroute. Upon ar-
rival. they will be provided with
living quarters, and furniture and
household utensils to the value of
1,000 rubles for each family. Farm-
