The decree also abolishes the
terms Aryan and non-Aryan, re-
placing them by German and Jew.
Great interest centers on the new
definition of Jew. Hitherto any-
one who could not show a pedi-
gree free of Jewish blood back
to 1800 was regarded as a non-
Aryan. Now a Jew is one with
75 per cent or more Jewish blood,
and one with 50 per cent Jewish
blood if he is of the Jewish faith
or married to a Jew, or if de-
scended from a marriage with a
75 per cent Jew or a full Jew con-
cluded after the passage of the
Nuremberg law. All other half-
Jews (persons with two racially
full Jewish grandparents) are en-
titled to German citizenship. The
decree also sets up a new group
called a "Jewish mixture" which
i3 defined as one who is "descend-
ed from one or two racially full
Jewish grandparetns." Quarter-
Jews, that is persons with only one
Jewish grandparent, are to be re-
garded as Germans and will be
eligible for citizenship.
Will Deal With Trade Later
As part of the Nazi regime's
effort to purify German blood, the
decree not only forbids marriages
between pure Jews and pure Ger-
mans but also between Jews and
quarter Jews and between two
quarter-Jews. Half-Jews must ob-
tain special permits before marry-
ing Germans. The decree also
provides heavy punishment for
extra-marital relations between
pure Jews and pure Germans and
between pure Jews and quarter-
Jews.
Failure of the decree to include
measures for regulating the posi-
tion of Jews in the business and
economic life of Germany is not
regarded' as presaging a change
in Nazi policy but merely as a
postponement in order not to give
foreign public opinion a new rea-
son for demanding removal of the
Olympic Games from Berlin. This
phase of the anti-Semitic program
will be announced after the Olym-
pic Games when Germany will
have no further need of palliat-
ing public opinion.
So far as the 450,000 full-
blooded German Jews are con-
cerned the new decree has not al-
tered their status one iota. All
that it has done is to spare many
prominent Germans of Jewish ori-
gin from losing their German eiti-
zenshin. In view of the fact
that there are at least 2,000,000
persons in Germany who are part
Jews, it is understandable that
Hitler, who signed the decree,
should have refused to risk the
permanent alienation of so large
a section of the population. It
is also worthy of note that the
decree specifically leaves the door
open for extra-official action
against those who have been res-
cued from the brand of second-
class or inferior subjects. Para-
graph 6 of the decree stipulates
that nothing in the decree is to
be regarded as repealing any
rules established by the Nazi
party even if these rules exceed
in scope the new regulations. In
other words half and quarter Jews
can still find themselves regarded
as full Jews if local Nazi func-
tionaries are so minded.
NEW YORK (WNS)—Reiter-

paragraphs of his speech at San
Diego on Oct. 2, in which he made
plain his administration's position
toward religious persecution, Pres-
ident Roosevelt, in a letter to
Martin II. Carmody, supreme
knight of the Knights of Colum-
bus, declared that while the Uni-
ted States will not intervene in
behalf of the persecuted Catholics
of Mexico, not interfere in the
domestic concerns of other coun-
tries, "this policy of non-inter-
vention, however, can in no sense
be construed as indifferece on our
part."
The President's letter was in a
reply to a letter from Mr. Car-
mody demanding that the presi-
dent publicly condemn religious
persecution in Mexico. In his
letter to Mr. Carmody, who had
cited the action of 14 other presi-
dents, from Jackson to Wilson, in
interceding in behalf of perse-
cuted minorities abroad, President
Roosevelt quoted President Theo-
dore Roosevelt's message to Con-
gress in 1904 with regard to the
massacre of Jews in Kishinev in
Russia.

Luther Says There is No Per-
secution in Germany
MADISON, Wis. (WNS)—An-

ference, Dr. Bans Luther, German
ambassador to the United States,
refused to discuss "special ques-
tions" and heatedly denied that
there has been persecution of
Jews and Catholics or "persecu-
tion of any kind" in Germany.
Pressed by his interviewers for
answers to their questions, Dr.
Luther concluded the interview
abruptly by remarking that "we
as a German nation expect no
other nation will interfere with
out interior affairs and we will
not interfere with their interior
affairs." Irked by the insistence
of the anti-Nazi students, one of
whom shouted "down with Ilit-
ler" as the ambassador left the
University club, Dr. Luther said
that he had never received such
treatment during all his travels
in the United States. After the
interview a group of students
picketed the home of Dr. A. R.
tiohlfeld, professor of German,
under the mistaken impression
that Dr. Luther Was dining there.
