NEW YORK.—(J. T. A.)—A formal agreement concerning the crea-
tion of the Jewish Agency, in accordance with the provisions of the Pale—
tine Slat late of the League of Nations and the decision of the Fourteenth
Zionist Congress to include Zionist and non-Zionist members, was con-
cluded between Louis Marshall, representing the American non-Zionists,
and Dr. Chaim Weizmann, representing the World Zionist Organization.
An American non-partisan experts' commission will proceed to Pales-
tine, probably around Passover, to make a thorough survey of the situation
there and submit a report and recommendations, which will serve as n
basis of activities for the forthcoming Jewish Agency. An interim report
is expected to be prepared by the commission by next fall. The agency will
be formed when the Collinii,sion's report is submitted.
