LONDON.; —.The newly arisen situ-
ation of the 4,000 refugees in Bessa-
rabia, who were arrested on the Day
of Atonement in the synagogues, was
considered at a special meeting of the
executive committee of the Federa-
tion of Ukrainian Jews held on
Thursday, Dr. D. Jochelman presid-
ing.
The chairman reported on the steps
which had already been taken to help
these unfortunate victims. After the
position had been fully discussed at
the meeting, it was unanimously re-
solved that a special representative
of the federation be appointed to pro-
cede to Roumania for the purpose of
investigating the situation and ascer-
taining ways and means by which the
refugees can be relieved. The Rev.
L. Geffen undertook to carry out this
mission.
On the initiative of the Glasgow
Relief Fund, a conference of all the
synagogues and organizations of
Scotland took place on Sunday, Oct.
7, at Glasgow, for the purpose of rais-•
lug funds to help the Ukrainian suf-
ferers. In the evening a massmeet-
ing was held at the Princess Theater,
which was addressed by Dr. Jochel-
man, who dealt mainly with the prob-
lem of the rendering of reconstruc-
tive relief to Ukrainian Jewry
through the medium of the newly-
formed United Jewish People's Bank.
Dr. Jochelman was supported by the
Rev. L. Geffen. M. Kissenisky is the
energetic chairman of the fund.
The Birmingham branch . of the
London Federation has now resolved
to inaugurate a special campaign for
the raising of funds among the real

In connection with the news of hte
arrest on the Day of Atonement of
4,000 refugees in Bessarabia, Lucien
Wolf, on behalf of the Joint Foreign
Committee, has issued the following
statement:
With reference to. statements
which have appeared in the press re-
garding alleged wholesale expulsions
of Russo-Jewish refugees from Bessa-
rabia, the Joint Foreign Committee
of the Jewish Board of Deputies and
the Anglo-Jewish Association have
been informed by the Roumanian Le-
gation in London that the evacuation
of the refugees is being continued in
strict accordance with the conditions
negotiated with the Joint Foreign
Committee acting on behalf of the
Jewish Colonization Association and
Allied Societies. The only change
recently made is that the Roumanian
Government, in view of the difficulties
of the evacuation, have consented to
prolong the time limit from Dec. 1. to
Dec. 31. This illustrates the benevo-
lent spirit in which the Roumanian
government is treating the question
of evacuating the refugees. If expul-
sions have lately taken place, they
have probably been limited to individ-
ual cases, and have been carried out
without the knowledge or approval of
the government, who have ordered an
inquiry to be instituted. The Rou-
manian Government nevertheless hope
that the Jewish relief societies will
accelerate the work of evacuation.
"The Joint Foreign Committee (pro-
ceeds Mr. Wolf) are giving assurances
to the Roumanian Government on this
head. The number of refugees in
Bessarabia has been reduced from 45,-
000 to 7,000 and over 4,000 have been
evacuated in the last four months.
The work has been hampered of late,
partly by new regulations which have
been issued by the Argentine Govern-
ment requiring that passports of em-
igrants should be vises in the coun-
tries of origin, and partly by delays
which have unexpectedly arisen in the
negotiation of a Repatriation Agree-
ment with the Soviet Government of
the Ukraine."
