BERLIN.—(J. T. A.)—A Soviet
order calling for the closing of the
Chedorim, the talmudical schools and
elementary Hebrew schools appears
in the Weker of Minsk. The propos-
ed arrest of those that disregard this
order is announced, the municipal
Bureau of Education and the police
being charged with the carrying out
of this provision.
The orthodox elements are organi-
sing to resist the closing of their
schools, a number of rabbis in the pro-
vince of Minsk having openly declar-
ed that they will defy these instruc-
tions. Rabbi Borischansky of Home!
is quoted as saying: "I shall never
permit Jewish Soviet schools in this
town."
The rabbis' defiance has already
caused the arrest of a few of them. In
Konotop province of Tchernigov, Jew-
, ish children were taught, it is alleged,
that aside from the study of the Tor-
ah, a Jew has no other interests. Jew-
' ish sections, accordingly warned the
leaders of the Yeshivas and later gave
notice that those who would continue
to support these institutions would
have to face trial.

RENEWED REGULATIONS
AFFECTING IMMIGRANTS

The Hebrew Sheltering and Immi-
grant Aid Society of America (IIIAS)
has received the following letter from
the Hon. William Phillips, Under Sec-
retary of the Department of State,
with regard to the regulations con-
cerning aliens leaving their countries
of origin with the intention of pro-
ceeding to the United States:
"The Department desires to call
your attention to the renewed regu-
lations requiring that when an alien
leaves his country of origin with the
intention of proceeding to the United
States, without obtaining an Ameri-
can visa from the nearest American
Consul, he must either return to the
proper consulate to obtain his visa, or
reside in sonic other country for at
least one year before his application
for visa may be considered by an
American consulate there. This reg-
ulation will be strictly enforced in or-
der that the Consul taking the appli-
cation may have the opportunity to
conduct a satisfactory investigation
of each applicant in the district in
which he is known, and where authen-
tic information concerning him may
be available.
"It is suggested that you may wish
to disseminate this information to per-
son! concerned and warn all aliens re-
questing advice from you concerning
the procedure to be followed in corn-
ing to the United States, that they
should obtain visas before starting On
their journey to this country."
