William Phillips, Under Sec- retary of the Department of State, with regard to the regulations con- cerning aliens leaving their countries of origin with the intention of pro- ceeding to the United States: "The Department desires to call your attention to the renewed regu- lations requiring that when an alien leaves his country of origin with the intention of proceeding to the United States, without obtaining an Ameri- can visa from the nearest American Consul, he must either return to the proper consulate to obtain his visa, or reside in sonic other country for at least one year before his application for visa may be considered by an American consulate there.
