Cheer Balfour.
' Reference to Arthur Balfour, the
British Foreign Minister, who has
promised national entity to the Jews
and an autonomous commonwealth for
Palestine, also brought forth applause.
"The nationalizing of the Jewish
people," said Judge Mack, "does not
mean the denationalizing of the Amer-
ican Jew, the English Jew or the Jew
of any other nationality. There can
be no divided allegiance and the Jew
in any country will remain a good cit-
izen of his nation.
"For there is no compulsion upon
the Jews to return to Palestine. Only
those will go who wish to go. The
rest will remain in the countries of
their residence, as always, good citi-
zens, but with a warm spot of affec-
tion for their brethren in the land of
Biblical promise."
Judge Mack also pleaded for unity
of effort, described events at the
I'eace Conference, and asserted that
1 the past year, with its enrollment of
lover 150,000 Jews of America in the
Zionist movement, proved that "nine-
, tenths of the Jews of America were
Zionists."

Reports Movement Flourishing,
,
Reports were then received from
Jacob de Haas, Executive Secretary;
Louis Lipsky of New York, Organiza-
tion Secretary, and Miss Henrietta
Szold, Education Secretary.
Mr. de Haas in his report referred
to the flourishing conditions of the
movement in America, instancing that
the funds in support of it had increas-
ed from 20 per cent to twenty-fold for
various different funds. Mr. de Haas
also detailed the various forms of ac-
tivity which the organization of the
world, through the Zionist Adminis-
trative Commission, had undertaken in
Palestine itself, and offered a report
on the situation of the Jews in Cen-
tral Europe, expressing a belief that
as a result of the Peace Treaty and
the pledges of President Wilson and
Premier Clemenceau of France the
Jews in Poland and other mid-Euro-
pean countries would evntually re-
ceive full civil rights despite their
present depulorable condition in some
of these countries.
Greetings front eminent Jews all
over the world were read to the con-
vention. These included wrods of en-
couragement from the central com-
mittee of the Zionist roganization or-
ganization of Russia. from the British
organization, from Nathan Straus of
New York and several others.
The Russian organization's greeting
referred to the "terrible events which
have shaken the normal conditions of
movement and life of Eastern Jewry,'
but expressed the hope, nevertheless,
that the rebirth of Palestine would
soon be accomplished through the ef-
forts of the Jews of the \Vest and
thus alleviate the condition of their
suffering brethren.
