Government Uses Indexes The use to which the national gov- ernment will put the indexes is in- dicated by the following letter received by Mr. Bacon from Mr. William Mc- Clellan of the national organization: "Dear Sir: The bureau is now in its offices at rooms 501-504 Munsey building, Washington, D. C. You will note that Mr. James L. Phillips is sec- retary and Mr. George M., Thompson is assistant secretary. These men are generously giving their services to the bureau gratis. "We are receiving requests from the council of national defense and from other government officials. The indi- cations are that the demands on us will be very heavy when congress de- termines a general plan of action so that the officials in all departments can arrange details. "We urge you therefore to complete your alumni and student records from questionnaires as soon as possible. To this end we are asking you for a pre- liminary report. "The fundamental object of the bu- reau is to make the universities and colleges of the country as large and important a factor as possible in the government's great task of prepara- tion. Chilean Minister Asks for Passport London, May 3.-The Chilean min- ister to Berlin has asked for his pass- ports, and formally announced a break in relations between Germany and Chile, according to an exchange telegraph dispatch today. Constitutional provision is made for the suspension of the habeas corpus law upon command of the president and in two former American wars this action was taken. Spies and other en- emies of the government sometimes become active in opposing every pat- riotic move and even give valuable as- sistance to the foe. In that case the secret service is called into use and every person who voices anti-American sentiments or acts suspiciously is ar- rested and taken to a federal fortress for incarceration during the war.. Washington Seized Tories George Washington found it advis- able to seize Tories who were be- friending the British government dur- ing the American revolution and the War of 1812 and they were imprisoned without trial until the trouble had blown over or they gave guarantees of patriotism. The law of preserva- tion, Washington pointed out to Gen- eral Sullivan, was as necessary to a nation as to a man and any step which would insure the integrity of the Unit- ed States would be taken regardless of opinion or law. He ordered the gener- al to "seize upon such persons as hold commands under the crown or are act ing as open and avowed enemies of the country and hold them as hostages for the security of the country." This action established a precedent which later presidents were to follow in like circumstances. President Lincoln in 1861 issued a similar order to Secretary of State Seward and all copperheads that could be located in the North were taken into custody and detained in federal prisons. In one case Chief Justice Taney of the supreme court issued a writ of habeas corpus to bring one of the suspects before a court but it was unheeded by order of the pesident and the man remained in prison. He quoted the constitution of the United States which says that the writ can be suspended by the president "in case of rebellion or treason when the public safety requires it.' Trace Suspected Man to Caada The secret service of the United States was developed by the necessity of such an organization to apprehend spies and anti-government workers and its history is parallel to that of the Americanwars. It has kept spies from working successfully in this country and has even gone into for- eign lands after its men. During the Spanish-American war a suspect was followed into Canada and traced to the Spanish legation, which was issuing orders to a vast army of spies at work in the United States. The man, an ex- navy ensign, was shadowed until he entered the navy yard at Washington and later went into the building of the army and navy. He mailed a letter, late in the evening which contained valuable news, as was discovered when it was taken from the box and read. The man was immediately seiz- ed and taken to prison where he com- mitted suicide next morning. Meanwhile, the Spanish legation at1 Montreal was entered and information regarding its spies was secured.
