We must and can with perfect calm await their further resolutions," Secretary of the Navy Capelle declared in reporting the successful February submarine campaign to the Reichtag main com- mittee today. He predicted greater submarine success in the future, and said, "The German navy, from the fleet's commander to the last fireman, is convinced that the task undertaken will be continued to a victorious end."' Not only are the number of the sub- marines at the front increasing, Cap- elle said, but their efficiency is de- veloping. He characterized as inven- tions the enemy and neutral estimates of the number of submarines lost, say- ing the, number lost was negligible, and much less than the number of new U-boats sent into the war zone in February and March. "To be sure our enemies make the greatest efforts to master the submar- ne danger," continued Capelle, "and if submarines could be conquered by speeches in parliament, they would have disappeared long ago, but for us it is quite enough to oppose speeches of the enemy with our facts."
