Groat (United Press Stafr Correspondent) Washington, Dec. 13.-Germany un- doubtedly cannot offer any peace terms which the allies will accept at present, according to the concensus of opin- ion inWashington yesterday afternoon. It was learned from two of the best in- formed administration officials that they see no success for the present in Germany's new peace move, but they do feel that the Teutons are sowing the seed for hastening peace. Germany's terms, as revealed by the German embassy officials, were in the hands of the cabinet members here when they met this afternoon. There was no formal discussion there In view of the fact that the state depart- ment had absolutely no official word about Germany's proposals. Some saw a clever move on Ger- many's part to influence the allied military situation by creating a de- mand for peace, but on all sides there is a strong belief that the allies will adhere to their announced intention of forcing the war to a "knockout," or at least to more of a reverse to Ger- many than they have been able to give to date. Germany's peace plans have no ef- fect upon American plans with re- spect to submarine issue, or Belgian deportation. This, however, cannot be taken as any indication of the state department's views regarding success or failure of the peace ne- gotiations, it was said, in as much as this government would want to be on record anyway. The state department has a vast fund of information of Germany's internal conditions, but regard this as entirely confidential. The secrecy with which they surround these facts lead to the belief, however, that Germany, despite the opening of new supplies, is really so hard pressed as to make her peace offers essential at this time. Noted Hindu Educator Speaks Tonight Lajpat Rai, noted Hindu educator, will speak at 8 o'clock tonight in room 203 University hall on the subject, 'Hindu Civilization." Mr. Rai has been for more than 20 years a leading member of the bar in Lahore, the capital of Punjab. He has also been an active member in the na- tional Indian congress, the most im- portant political organization in that country. Health Representatives Adopt Slogan "Better Health Conditions" is to be the slogan of the Michigan health rep- resentatives during the remainder of the year.
