The latest development in the of- forts of the Federated Women's club of the city for the establishment of municipal skating rinks is their ap- peal to University students for aid to give Ann Arbor's poor children skates so that it will be possible for them to enjoy the privileges of the rinks after they are ready for use. The city council recently donated $300 to the women's club to be used by them' to establish six skating rinks around. the city, so as to permit the children to skate without going to the more dangerous places on the rivers and ponds of Ann Arbor. It is their intention to fix up one rink in each ward besides the skating places al- ready established. The Federated Women's club is now confronted with the problem of sup- plying skates to the children of Ann Arbor who are unable to buy them themselves. An appeal is being made to University students to contribute to the club any ice skates that have. been discarded, so that it will be pos- sible to furnish the poor children of Ann Arbor with the means of enjoy- ing the municipal rinks. Contributions can be left at The Daily office, where they will be given to the women's club. INLANDER TO CONTAIN ARTICLE BY CARSON '17 Will Write on "The Council and Stu- dent Government" In Issue Ap. pearing Wednesday "The Council and Student Govern- meat" is an exhaustive treatise on what is said to be one of the most im- portant factors in' student life. Ralph M. Carson, '17, member of the student council, sets forth his views with re- spect to the functions of the body, and the means by which it may be bettered, in an article to appear in the Inlander for December. A light essay under the title of "Is It Cold Enough for You?" will appear in the number, and is singularly ap- propriate in view of the query which attends the advent of cold weather. Considerable space is given to the review of a publication concerning war and its causes, which has recently been issued by the Bureau of Interna- tional Conciliation. The article is said to be ably handled and not to be classed as a book review alone, since it is devoted in part to expounding the theories advanced by various prom- inent writers upon the subject. The literary,. magazine will appear for sale on the campus and at the news stands next Wednesday, and will oon- tain a wealth of material on subjects both entertaining and informing in their natures. President of Republic to Start Suit; Against Those Involved Buenos Aires, Dec. 9.-The ventila- tion of scandal, as awful or worse, than the.Pennsylvania state house scaidal, connected with the construc- tion of the Argentine national capitol' today promises to be an early inci- dent in -lipolito Irigoyen's recently begun regime as president. Work on the capitol was started about 10 years ago. It is nearly, but not quite done. The original plan was to spend 6,000,000 pesos, or $2,- 640,000 United States money. In fact, 32,490,220 pesos, or to be exact, $14,- 295,696.80, has gone into the building. It has been charged in print and prac- tically proved that, of this sum. about 12,000,000 pesos, or $5,280,000 was graft. It is understood that President Iri goyen is getting ready to start civil and criminal proceedings against the persons accused of sharing in the plunder. They are said to include some big contractors and numerous politic- ians of great prominence. The building is a small edition of the Washington capitol and is popu- larly known as the "palace of gold" because it cost so much. GOVERNOR'S CONFERENCE WILL STRIVE TO DEFEAT H. C. OF L.
