Secretary Daniels' Report Urges Cess- ation of International Arm- amnt Rivalry An international agreement to eadr competition in costly naval construc- tion is urged in the annual report of the secretary of the navy issued yes-. terday. Simultaneously with Secretary Daniels' report, the secretary of war,. newton 0. Baker, issued his statement dealing in detail with the facts gath- ered by the department on the Mexican situation and the activities of the de- partment during the recent months. Secretary Daniels details the new additions to the navy granted by con- gress and describes their equipment. The report notes that the 813,000 tons of new construction authorized in the 1917 act is greater than the total ton- nage provided for in the tea preced- ing appropriations. The 377,000 tons of new construction. which will be begun as soon as pos- sible is five times the average for the ten preceding years. Baker Gives Faets of Raid Secretary Baker gives the facts col- lected of the raid on Columbus, N. M., and the Pershing expedition, the Par- ral and Carrizal incidents, bandit raids across the Mexican border, the call of the National Guard into the service of the United States, and a brief summary of the present situa- tion. "The mere presence of this en- larged force on the border has served to preserve peace and to protect life and property," says the report in summing up the situation as it is to- day on the boundary line. Case of the department of geology and paleontology has fur- nished the publication with a short but vivid description of the way in which the fossil hunters find and pre- pare their speciments for the museum. The discovery of the diemetrodon, or great fin-backed lizard of the Mesozoic, which is now to be seen at the Uni- versity museum, is told at some length. "The Candlestick" is the title of a short story which will also appear in the number. The story presents a psychological situation, which is han- dled1 with considerable power. An interesting article on the selec- tien of the Union opera is to be dealt with under the title of "The Mailed rist, or the Itching Palm."
