I Ii lC GULKMENTUHIBINATES TWO NEW DECORATIONS BADGES GRADE LOWER THAN CON4,RESSIONAL MEDAL OF HONOR ,ashington, March 23-Pressure of public sentiment is believed to have had much to do with the decision of the war department, to supplement the congressional medal of honor with two new decorations for those dis- tinguishing themselves in the war The new decorations have been de- signated "The Distinguished Service Cross," and "The Distinguished Ser- vice Medal." Already these titles have become abbreviated to "D. S. C." and "D. S. M." In the official order of the war department announcing their creation, they are described as fol- lows,. For (Great Heroisma "Distinguished Service Cross. - A bronze cross of appropriate design and a ribbon to be worn in lieu there- of, to be awarded by the President, or in the name of the President, by the commanding general of the American expeditionary forces in Europe, to any person, who while serving in any cap- acity in the army, shall hereafter dis- tinguish himself, or herself, or who, since April 6, 1917, has distinguished himself or herself, by extraordinary heroism in connection with military operations against an armed enemy of the United States under circum- stances which do not justify the award of the medal of honor. "Distinguished Service Medal -- A bronze medal of appropriate design, and a ribbon to be worn in lieu there, of, to be awarded to any person who has distinguished himself or herself,. by exceptional meritorious service to the government in a duty of great responsibility in time of war, or in ("onnectioI with military operations against an ari ed enemy of the United States." The phrase "under circumstances which do not justify the award of the medal of honor" refers to the restric- tion included in the regulations gov- erning the award of the most highly prized decoration in our military ser- vice and-it is generally conceded- the most difficult to obtain of all in- signia regardless of what country is the sponsor. This restriction makes it necessary for the deed of heroismp to be "outside the line of duty." Decoration Fills Need Troops which defend a postion against seemingly impossible odds, the officer who, at risk of his life, saves his guns from capture, the naval ofli- cer who, under orders, braves a mine- infested channel, are not eligible for the medal of honor, since the acts en- umeratcd would all be considered as within their duty. The "D. S. C." and "D. S. M.," how- ever, will enable the government to fittingly recognize these men without lowering the high standard which has been set for the highest decoration. In addition to the decoration for exceptional bravery, both the army and navy issue "campaign badges" to commemorate service -in particular campaigns. Each of these are accom- panied by a distinctive ribbon which is usually worn with the fatigue uni- form. Officers and enlisted men who have had 20 years or more of service may be seen with several rows of these vari-colored ribbons stretched across their breasts. The most recent addi- tion to the campaign badges are those for Mexican service in the. army and for Mexicah, Cuban, and Haitian ser- vice in the navy.
