The following statement was issued by the war council through the Red Cross: "Secretary of war Baker and Secretary of the navy Daniels wish the people of the country to know, that under no circumstances do they want to discourage our good women from knitting, or otherwise volun- tarily providing through the Red Cross, comforts for our soldiers and sailors." Insurance Lowers Exemptions "A large number of the exemption pleas are rejected by the government because provision is made for the sup- port of a man's family while he is act- ually in service." Mr. Bachrach explained that pen- sions are eliminated by the new in- surance plan. The compensation law takes the place of all pensions. If a man is totally disabled in service the government will pay the family a sum in installments, the amount received from the government depending upon the size of the family. Three Forms of Insurance If a man has a family, he is com- pelled to give the same amount the government pays, if it does not exceed one-half of his salary, or more than $15 a month. In case the soldier or sailor does not have dependents he can allot the required amount to Nany one. If he fails to choose any of the insurance forms, the government may withhold one-half of his pay, place it in the bank, and pay him four per cent inter- est for the use of the money. The rate of government insurance is 75 per cent lower than that of policies writ- ten by private insurance companies. ild ij Darkness is not interfering with progress on the new library, as the men are wotking by electric lights un- til late at night in order to get the building under cover before severe weather comes. Pouring of the third floor is nearly finished, and the fourth floor will be begun immediately after. With the building under cover, the men will be able to rush the work in- doors during the winter. The coal shortage which has tied up the Geddes Gravel company,from which gravel for the concrete was ordered, is the cause for the delay in con- struction. Owing to its lack of coal the gravel company cannot operate its loading machinery, and has not- been able to make its shipments promptly. OLD M. A. C.
