Clinton,, LANSING (AP) - Comedian Pat Paulsen didn't make it. Neither did civil rights activist Jesse Jackson or Lyndon LaRouche. But 10 Republican presidential can- didates and Democrat Bill Clinton were qualified yesterday by Secretary of State Candice Miller to be on the ballot for Michigan's presidential primary. Many ofthe Republican hopefuls may be out of the race by the March 19, 1996 primary. U.S. Sen. Arlen Specter ofPenn- sylvania has suspended his candidacy and may ask to be taken off the ballot. Clinton may ask to be taken off as well, although not because he's not running. With Michigan Democrats holding their own party caucuses March 19 to decide a winner rather than abid- ing by the primary results, the President's campaign committee sees little reason to leave him on the ballot. The move is a tactical as well as politi- cal one, said Lansing lawyer Larry Owen, one of Clinton's major fund-raisers. "There's room for foolish meddling if someone organized Republicans to go vote in the Democratic primary," said Owen, who saw that happen in 1972 when enough Republicans crossed 10 Republicans on bailotinMXichigan to the Democratic ticket to help George Wallace win the Democratic primary. Even with no other candidate on the Democratic ballot besides a spot for "Uncommitted," Owen said Democrats are leery of crossover tricks. "You would run the risk of someone organizing on the Republican side to show an uncommitted vote as a way of giving the President a black eye," he said. Miller arrived at the list ofcandidates "generally advocated" by the national news media by having her staff check a broad array of national newspapers, magazines and television broadcasts during November, said Pat Anderson, Miller's chief of staff. LaRouche, who has served time in prison but managed to make it onto Michigan's 1994 Democratic presiden- tial primary ballot, sent in news clip- pings to show that he qualified. But Miller disagreed. "We feel having David Duke and Lyndon LaRouche on the (1994) ballot was a travesty," Anderson said yesterday. The tough scrutiny also sunk Paulsen's hopes of making Michigan's ballot, although he's on the primary ballot in 26 other states.
