Burton, placed before the State Administrative board at Lansing his plan for the expenditure of the appro- priation of $4,800,000 recently granted by the state legislature for University building needs. With a $300,000 appropriation made two years ago and still unexpended, the University will have $5,100,000 to spend in the nxt two fiscal years. President Burton asked that the fol- lowing program be authorized: Three hundred thousand dollars for the completion of the contracts al- ready let on the hospital; $125,000 for land sites for the new high school; $525,000 for the high school building; $175,000 for land for engineering lab- oratories and shops; $750,000 for the shops and laboratories; $225,000 for land for a medical building; $800,000 for the medical building; $400,000 for the physics laboratory, and $100,000 for miscellaneous land sites. The re- mainder of the money would be in a general working fund President Burton asked that he 'be allowed to draw this money as fol- lows: In the first six months, of the biennial period, the ifunds for the land sites and for completing the hospital and $250,000 for general building pur- poses; In each of the next three six- month periods, $1,000,000. He also proposed to move 24 room- ing houses near the University to pro- vide the necessary land for new build- ings. These houses will be moved onto other property, so, their destrue- tion will not add to the housing short- age. 0. B. Fuller, auditor-general, sug- gested that it would not be wise to buy land or let contracts until the corporation tax payments are made in July and August. All the money for the building program, the legislature decreed, must come from the corpora- tion tax. Mr. Fuller pointed out that there was a probability of suits being instituted to test the constitutionality f this tax. Action was withheld by the board pending its visit to the University this week. Entering the British army as a pri- vate during the South African war, he rose to the rank of brigadier gen- eral. At the outbreak of the World war he left his position as professor of anatomy at McGill university, Can-' ada, for active service with the Eng- lish army. Later he took over the organization and execution of the draft in England, and it was through; his effective administration that thou- sands of men were added to the Brit- ish army during the critical spring of' 1918.
