Some boys will be assigned to technical and vocational schools, others to academic institutions dependent up- on an examination of their individual cases by the War department's selec- tive machinery. But there will be a steady flow into the schools and col- leges of boys of 18 who have been in- ducted into the military service un- der the new law and a steady flow out as soon as they are trained sufficiently to be useful in active service. Be- fore they are called out of college, however, the military commander sta- tioned at each of the colleges will co- operate with the faculty of the insti- tution in determining which men shall be permitted to go on to officers' training camps, non-commissioned of- ficers' schools, or National army camps, and which shall be retained for further instruction and educa- tion. If Congress decides to call the men over 31 years of age before sum- moning those below 21, then it is quite likely that the students will be able to stay at their respective schools and colleges until they are 1 or 2. In some cases, especially students of 'medicine and certain sciences, the boys will be permitted to graduate even though it takes them beyond 21. It was contemplated originally to in- duct them on reaching the age of 21 andsthen grant furloughs to those whose standing was sufficiently high to warrant keeping them at school, but with the change in the draft law all boys of 18 will be automatically inducted Into the service and will be subject to the call of the War de- partment at such time as it is deem- ed proper to interrupt their educa- tion or graduate them. If physically unfit for active service, they will be permitted ,of course, to stay at school or college. "Congress will decide all these questions, to be sure, but will be guid- ed by therecommendations of the ex- ecutive branch of the government, and the pian sketched above repre- sents about what is contemplated. It is the most feasible scheme which commended itself to the educators, who wanted to see the colleges pre- served, and the military authorities, who wanted to make officers to re- place the many men with college de- grees who will have been killed or wounded each year. The college meh of the country are now officers, but as the casualities increase provision must be made to replace them. The War department is acting op the problem none too soon."
