PRINCIPAL DAVIS GIVES LAST OF SERIES OF LECTURES (Continued from page 1) He told that in Grand Rapids, out of the 200 letters he had sent to fac- tory employers, asking about the con- ditions which surrounded these young workers, but 18 had replied, and that he had sent out teachers to follow up the work, to try to see what these conditions were, and that every teach- er had failed in the quest. Professor Davis said that the state factory inspector had been approached, knowing that he had the information the Grand Rapids vocational bureau wanted, but that such informa- tion in respect to particular factories was confidential, though in general information could be given. It was no general information wanted. Then Governor Ferris was appealed to, and he promised to take the responsibility of ordering the inspector in the Grand Rapids section give the needed infor- mation. Governor Ferris went still further, and is trying to have the director of the Grand Rapids bureau appoint a deputy state factory in- spector. Professor Davis said that the city of Grand Rapids was the first in the United States to have a complete vocational bureau organized nder a board of education, and such organization, he claims is the only perfect system, as he claims they would lose their value if organized, or directed or fostered by employers of labor. He claimed it was an edu- cational function. "In cities of size vocational bureau should be a depart- ment under the board of education," said Mr. Davis.
