He demonstrated his strength again in June when a Cuban-style rebel invasion apparently collapsed under assault by Dominican forces and resistance by peasants loyal to his rule. But not since the early years of his 28-year regime has Trujillo faced such concerted opposition. Within easy striking distance of the Trujillo stronghold is Cuba, home of the dictator's sworn en- emy, Fidel Castro. Cuba also stands as reminder to anti-Trujillo forces that rebellion can pay off-as it did for Castro who overthrew Ful- gencio Batista after a long cam- paign. No Democracy Trujillo's sunbathed republic, which occupies about two-thirds of the island of Hispaniola, has a population of nearly three million. It never has had a democratic system in its turbulent history. The last serious uprising occurred before 1930 when President Hora- cio Vasquez-under whose guid- ance Trujillo became commander of the National Guard - tried to change the rules to get himself reelected. In the aftermath of the uprising, Trujillo won the presi- dency Aug.',16, 1930. Ruling with an iron fist and a combination of welfare programs, theatrics, ruthless political sup- pression, economic development, and efficient administration, Tru- jillo quickly put down some ,spo- radic and feeble attempts at revolt early in his regime. By Caribbean standards, the re- public is prosperous. The 1958 per capita income was $242. By com- parison, the 1958 United States per capita income was $1,900. Baa Blood Old enemy Castro had his big clash with Trujillo in 1947. Castro led an expeditionary force which was repelled. But the bad blood be- tween them has gone on. Now Trujillo looks at Cuba as a hot bed of anti-Dominican activity. It was from Cuba that an insur- rectionist force set out in mid-, June to invade Trujillo's republic. The invasion apparently failed when it ran into Dominican forces at the beaches of Maimon, on the north coast. The rebels apparently counted on help from peasants but didn't get it. Trujillo had earlier offered 1,000 - peso rewards to peasants capturing or killing any invaders. The traditional invasion route to the Dominican Republic-the bor- der with Haiti-remained quiet. Nearly ope-fourth of Trujillo's 18,- 000-man army had been posted there. And reinforcements had been sent to the vulnerable north coast. Seemed Successful What appeared at first to be a successful air invasion, the week before the beach landing, report- edly was a trap. Trujillo spokes- men say a Dominican air force officer, Maj. Juan de Dios Ventura Simo, posing as a defector, in- duced a group of exiles in Puerto Rico to attenmpt an invasion. They landed at Constanza air- strip, about 180 miles north of Ciudad Trujillo, June 14th and were quickly captured, according to Trujillo sources. However, exiles elsewhere report that some men are hiding in the mountains. Ven- tura was promoted to lieutenant colonel for his performance. While Cuba may be the .focal point of Trujillo opposition out- side the Dominican Republic, the generalissimo also has opposition in Venezuela and Puerto Rico. Liberation movements are active in the capitals of these nations, as well as in Cuba. There also is the nucleus of a liberation move- ment in New York City. Issues Complaint The United States has com- plained to the Dominican Re- public about three recent incidents. One concerned the forcing down of an Air Force plane, another the halting of the SS Florida State, a 411-foot cement carrier. The plane was never closer than five miles to the republic, and the ship was 13 miles from shore, in interna- tional waters.
